ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Street & Utility Improvements – 2020 – F18.111909 will be received by the office of the Clerk, City of Easton, 51 Main Street, Easton, MN 56025-0136, until 1:00 p.m. local time September 15, 2020, at which time the Bids received will be publicly opened and read. The Project consists of construction of sanitary sewer, storm sewer, watermain, aggregate base, concrete curb and gutter, concrete walk and driveway pavement, bituminous pavement, and turf restoration.
Together with numerous related items of work, all in accordance with Plans and Specifications. This project is subject to Buy American Iron and Steel Provisions, and Responsible Contractor Certification.
Bids will be received for a single prime unit price bid Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

You may view the digital plan documents for free by entering Quest project #6986851 on the website’s Project Search page. Documents may be downloaded for $45.00. The cost of printed Bidding Documents from the Issuing Office will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non- refundable. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.
An optional paper set of project documents is also available for a nonrefundable price of $100.00 per set. A Bid shall be submitted no later than the date and time prescribed and at the place indicated in the advertisement or invitation to bid. For this project, the City will be accepting both paper bids and online electronic bids through QuestCDN. To access the electronic bid form, download the project documents and click the online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted.
Bid Security shall be furnished in accordance with the Instructions to Bidders.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.” The nation-wide waiver regarding the following products apply to this contract: (1) pig iron; and (2) stainless steel bolts.

Contract Description
The contract is a unit price contract and is described in detail in Division 0 of the Project Specifications.
Project Schedule
No work shall commence sooner than October 6, 2020 or following harvest whichever is later. All work included in the contract other than warranty work shall be completed by May 1, 2021.

Bid Bond
No bids will be considered unless submitted through www.QuestCDN.com and accompanied by a bidder’s security naming the Faribault County Drainage Authority (hereinafter referred to as the “Owner”) as oblige, a surety bond from a surety company authorized to do business in the State of Minnesota equal to at least five percent (5%) of the total amount of the bid, which shall be forfeited to the Owner in the event that the bidder fails to enter into a contract.
The Owner reserves the right to retain the deposits of the three lowest bidders for a period not to exceed ninety (90) days after the date and time set for the opening of bids. Deposits of the higher bidders will be returned within sixty (60) days of bid opening. No bids will be withdrawn for a period of sixty (60) days after the data and time set for the opening bids. Payment for the work will be by check.
The Owner may make investigation as they deem necessary to determine the ability of the Bidder to perform the work. The Bidder shall furnish the Owner all such information and data for this purpose as the Owner may request. A Responsible Bidder Evaluation form is included in the accompanying documents and these items are required to be submitted through www.questcdn.com.
The Owner reserves the right to reject any and all bids, to waive irregularities and informalities therein and further reserves the right to award the contract(s) to the best interests of the Drainage Authority.

The potential bidders’ attention is directed to the Instructions to Bidders Section 00200 Article 20 and Section 00210 Pre-Bid Meeting with regard to the virtual pre-bid meeting scheduled for 2:00 PM, central time on September 22, 2020, unless otherwise modified by Addendum.
