School Board Minutes AUGUST 6, 2020
A work session of the Board of Education of Blue Earth Area, I.S.D. #2860 was held on Thursday August 6th, 2020, 6:00 pm. Conducted in person by telephone OR other Electronic means PURSUANT TO MINN. STAT. $ 13D.021
As a result of the peacetime emergency declared by the Governor of the State of Minnesota in response to the COVID-19 pandemic, the Superintendent of the School District has determined that it is feasible to hold in person meetings with proper social distancing, or meetings could be conducted by alternative means (teleconference or video-teleconference) from remote locations. Members of the public interested in monitoring the work session from a remote location made use of the following link: https://www.facebook.

Board Members were all present in person with Superintendent M. Fletcher for the work session at the meeting location: Blue Earth Area High School, Media Center, 1125 N Grove St., Blue Earth, MN 56013.
Members present: S. Hauskins, S. Beyer, J. Eckles, S. Rosenau, S. Benz , F. Bly. K. Zierke available via electronic means.
Work Session was called to order at 6:03 pm by Chairperson Benz.

SCHOOL BOARD MINUTES AUGUST?10, 2020
The regular meeting of the Board of Education, ISD #2860 was held on Monday, August 10, 2020 in Blue Earth, MN.
Present were School Board members: F. Bly, J Eckles, S. Rosenau, K. Zierke, S. Benz, and S. Beyer. Absent was member S. Hauskins. Also in attendance were Supt. Fletcher, principals, members of the press.
The meeting was called to order at 6:00 pm by Chairperson S. Benz. The Pledge of Allegiance was recited.
The board approved the agenda on a Zierke/Beyer motion, 6-0 vote.
Public Input: Chairperson S. Benz read a letter written by the BEAEA Presidents regarding concerns of number of students in classrooms when in Scenario 1.
On a Bly/Eckles motion, the July work session and regular board meeting minutes were approved 6-0.
The Board approved payments of bills and wire transfers of $956,000.00 and $359,973.69 in finance disbursements on a Beyer/Rosenau motion. 6-0 vote.
District Reports: None.
Chairperson’s Report: Chairperson Benz gave an update on MSBA Summer Seminar. Dr. Ulie-Wells: Ways School Board Can improve Mental Health; Legislative Advocacy Tour; Statistics on MN and US Youth Suicide.
Superintendent Report:
1. Back to School Workshops, 2. BEA Safe Learning Plan – Special Meeting scheduled for 8/24 @ 6 pm to determine Base Learning Model, 3. Operating Levy Update, 4. CARES Funding, 5. Board Vacancies, 6. Superintendent Goals.
Committee Reports:
S. Rosenau updated the board on Community Relations meeting where Virtual Meetings were discussed regarding Q and A on Safe Learning Plan, Kindergarten Round Up, 6th grade Open House, 8th Grade Orientation, Community Relations to move into Communications on DLT.
F. Bly updated board on coffee conversations with Superintendent to happen bi-monthly in all communities
Principal Reports: D. Dressler and C. Shaffer updated board on classrooms moving into two classrooms to be ready in case we go to hybrid classrooms, JMC update, AmeriCorps update – 2 FT Math and 2 FT Reading tutors, Workshops – focus on digital learning, more time in classrooms, SEL; Move This World update, Custodial Staff preparing facilities, make up for Spring ACT is October 7, will still hold Fall ACT, working with crisis intervention PD for Sped Staff.
Action Items:
On a Beyer/Zierke motion, 2020-2022 Non Certified Contract was approved 6-0 vote.
On a Bly/Rosenau motion, 2020-2022 Bus Driver’s Contract was approved 6-0 vote.
On a Beyer/Eckles motion, BEA Safe Learning Plan was approved 6-0 vote.
On a Rosenau/Zierke motion, 2020-2021 Board Goals were approved 6-0 vote.
On a Bly/Beyer motion, South Central Service Cooperative membership was approved 6-0 vote.
Personnel: On a Beyer/Zierke motion, the retirement of Carma Sunken, resignation of Erin Mikels, and lane change for Molly More was approved 6-0 vote.
District Policy: On a Bly/Beyer motion, Policy 653-Telemedicine was approved 6-0 vote.
On a Zierke/Rosenau motion, meeting was adjourned at 6:57 pm, 6-0 vote.

First Reading of Policy 808 Face Coverings.

WINNEBAGO
PUBLIC HEARING
Notice is hereby given that the City of Winnebago will hold a Public Hearing on October, 13, 2020 at 7:00 p.m. in the Winnebago City Council Chambers.
This will be an informational meeting to discuss the purchase of a new fire truck, including economic and environmental impacts, service area, alternatives to the project, and potential funding sources, including USDA Rural Development. All residents and property owners within the Winnebago Fire Department Service Area are encouraged to attend.
