It is Ordered and Notice is given that on December 1, 2020, at 10:50 AM, a hearing will be held by Zoom with this Court at 415 N. Main St., Blue Earth, Minnesota, for the formal probate of an instrument purporting to be the Will of the Decedent dated, July 2, 2013, (“Will”), and for the appointment of Douglas D. Nave, whose address is 34899 30th St., Elmore, MN, 56027 as Personal Representative of the Estate of the Decedent in an UNSUPERVISED administration. Any objections to the petition must be filed with the Court prior to the hearing. If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.

Notice is also given that (subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

WALNUT STREET, THIRD STREET AND HOOD STREET- 2021

Notice is hereby given that the City Council of Blue Earth will meet at the Public Safety Center at 120 South Walnut Street at 5:05 p.m. on November 30, 2020, to consider, and review proposed 2021 Street and Infrastructure Improvements of Walnut Street, Third Street and Hood Street, including necessary improvements of sanitary sewer, storm sewer, water main, street construction, and sidewalk and boulevard improvements. The proposed assessment roll is on file with the City Clerk and open to public inspection pursuant to Minn. Stat. 429.011 to 429.111.

A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting. The mailed notice of this hearing to property owners contains additional information.

OCTOBER 20, 2020

1. All members were present.

2. Approved synopsis and official proceedings of the October 6, 2020 regular and drainage authority meetings.

3. Approved agenda of October 20, 2020.

4. Approved amended Resolution 20-CB-70 allocating unspent small cities and townships CARES Act funds of up to $25,000 to Saint Casimir’s School for qualified uses per the U.S. Treasury and Minnesota Management and Budget and authorize the Auditor to disperse an additional $5,000 if needed.

5. Approved Resolution 20-CB-71 relating to general obligation jail refunding bonds, Series 2020B; authorizing the issuance, awarding the sale, prescribing the form and details and providing for the payment thereof to Northland Securities.

6. Set 2020 Truth in Taxation meeting for 6:00 p.m. on Tuesday, December 1, 2020 at the courthouse and via telephone/ video conference.

7. Changed time of the regular December 1, 2020 board meeting from 9:00 am to 1:00 pm to coincide with the Truth in Taxation meeting.

8. Approved following financial institutions as depositories of funds for Faribault County for a period of one year, October 20, 2020 to October 20, 2021: First Bank, Blue Earth, Wells Fargo, Frost State Bank, and State Bank of Easton. Young recused himself from the vote.

9. Approved Resolution 20-RB09-72 for final payment on CP 20-600-10 striping project to AAA Striping Service Company.

10. Approved payment of the following bills: Auditor warrants totaling $1,643,395.50; ACH-EFT payments totaling $1,196,855.51; and audit/auxiliary totaling $480,483.27.

Discussion was held concerning the following:

1. St. Casimir Principal D. Edwards met regarding CARES Act Funding.

2. A. Detert and C. Upcraft of PFM Financial Advisors, LLC met regarding the sale of refunded jail bond.

3. M. Steele met regarding county fair board business.

4. M. Daly met regarding public works business.

5. R. Anderson and R. Pollard met regarded a donation of a World War II memorial plaque made by Ross Pollard and historic building grants.

6. L. Rebuffoni met regarding planning and zoning business.

The meeting was adjourned for October 2020.

REQUEST FOR PROPOSALS

The City of Blue Earth is seeking quotes for the removal of a residential home, basement and foundation located at 906 Valley Drive in Blue Earth. The site is to be filled, leveled, and graded with clean fill material. The property may contain asbestos. With asbestos materials a licensed abatement contractor must be on sight for demolition. Abatement contractor license must be presented before the demolition begins. RFP’s will be taken until November 25, 2020 at City Hall, 125 W. Sixth St., Blue Earth, MN 56013 (507) 526-7336.
