PLEASE TAKE NOTICE, the Faribault County Board of Commissioners, sitting as the drainage authority for County Ditch #83 will hold a final hearing on the redetermination of benefits and damages of County Ditch #83. The Viewers’ Report was filed with the drainage authority on February 3rd, 2021 and is available for inspection at the Faribault County Auditor’s Office, 415 North Main, Blue Earth, MN. A Regular Board Meeting of the Board of Education of Blue Earth Area, ISD 2860 was held on Monday, January 11, 2021 at 6:00 p.m. Conducted in person by telephone OR other electronic means pursuant to Minn. Stat. $13D.021. As a result of the peacetime emergency declared by the Governor of the State of MN in response to the COVID19 pandemic, the Superintendent of the School District has determined that it is feasible to hold in person meetings with proper social distancing, or meetings could be conducted by alternative means (teleconference or video-teleconference) from remote locations. Board members were all present in person with Superintendent M. Fletcher for the regular board meeting at the meeting location: Blue Earth Area High School Media Center 1125 Hwy 169 N, Blue Earth, MN 56013.

Members present: S. Hauskins, S. Beyer, K. Zierke, J. Eckles, S. Rosenau, L. Mensing, and T. Armon.

Call to Order: Acting Chairperson S. Hauskins called the meeting to order at 6:01 pm.

Pledge of Allegiance was taken.

Oath of Office: Acting Chairperson S. Hauskins did the ceremonial Oath of Office for new members Armon and Mensing and incumbent Eckles.

Election of Officers: Nominations for Board Chair were opened; Member Beyer nominated member Hauskins for Chair. Member Eckles nominated member Rosenau for Chair. No other nominations were made. Roll call vote was taken with Rosenau receiving four (4) votes, Hauskins receiving three (3) votes. Member Rosenau was elected Board Chair and led remaining officer elections.

Nominations for Vice Chair included Chair Rosenau nominating member Hauskins. No other nominations were made. Hauskins was elected Vice Chair.

Nominations for Board Clerk included Vice Chair Hauskins nominating Member Beyer. No other nominations made, Beyer elected Clerk.

Nominations for Treasurer included Vice Chair Hauskins nominating Member Zierke. No other nominations were made. Member Zierke was elected Treasurer.

Approve Agenda: On a Zierke/Beyer motion. Approved 7-0 Vote.

IMPROVEMENT PLAN

AND NOTICE OF

INTENTION TO ISSUE

CAPITAL IMPROVEMENT BONDS

NOTICE IS HEREBY GIVEN that the City Council of the City of Frost, Minnesota (the “City”) will meet on Monday, March 8, 2021, at or after 7:00 p.m., at the City Hall, 110 Main Street in Frost, Minnesota, in part to hold a public hearing concerning (1) the issuance of general obligation bonds (the “Bonds”). The Bonds will be in an amount not to exceed $155,000 to refinance the Frost Economic Development Authority’s $320,000 Revenue Note of 2007 dated June 7, 2007 issued to construct a new fire station for the City; and (2) the proposal to adopt a capital improvement plan therefore pursuant to Minnesota Statutes, Section 475.521.

All persons interested may appear and be heard at the time and place set forth above.

If a petition requesting a vote on the issuance of the Bonds, signed by voters equal to five percent of the votes cast in the City in the last general election, is filed with the City Administrator within 30 days after the public hearing (i.e., by April 7, 2021), the City may issue the Bonds only after obtaining approval of a majority of voters voting on the question at an election.

A copy of the plan is available for inspection in the City Clerk’s Office, City Hall, 110 Main Street, Frost, Minnesota, 56033. Questions or comments may be directed to the City Clerk’s Office at 507-878-3293.
