Notice is given that an Application for Informal Probate of Will and Informal Appointment of Personal Representatives was filed with the Registrar, along with a Will dated July 21,2020. The Registrar accepted the application and appointed Pamela A. Olson, whose address is 1019 Holden Place, Fairmont MN 56031, and Patricia R. Sohn, whose address is 619 S. Nicollet Street, Blue Earth MN 56013, to serve as the personal representatives of the decedent’s estate.
Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representatives. Any objection to the appointment of the personal representatives must be filed with the Court, and any properly filed objection will be heard by the Court after notice is provided to interested persons of the date of hearing on the objection.
Unless objections are filed, and unless the Court orders otherwise, the personal representatives have the full power to administer the estate, including, after thirty (30) days from the issuance of letters testamentary, the power to sell, encumber, lease, or distribute any interest in real estate owned by the decedent.
Notice is further given that, subject to Minn. Stat. § 524.3-801, all creditors having claims against the decedent’s estate are required to present the claims to the personal representatives or to the Court within four (4) months after the date of this notice or the

OCTOBER 4, 2021
A Regular Board Meeting of the Board of Education of Blue Earth Area, I.S.D. #2860 was held on Monday October 4th, 2021 at 6:00 p.m. Members of the public interested in monitoring the work session from a remote location made use of the following link: https://www.facebook.com?ISD2860.
Board Members were present in person with Superintendent M. Fletcher for the regular board meeting at the meeting location: Blue Earth Area High School Media Center, 1125 Highway 169 N., Blue Earth, MN 56013.
Members present: S. Rosenau, S. Beyer, S. Hauskins, K. Zierke, J. Eckles, L. Mensing. Absent: T. Armon
Call to Order: Chairperson Rosenau called the meeting to order at 6:00 pm.

IV. Public Input: Linn Johnson, Randy Olson and Mary Mellen addressed the board regarding a Veterans’ event at a football game.
V. Approve Minutes: On a Zierke/Mensing motion. Approved 6-0.
VI. District Reports:
A. Covid Discussion – Dr. Johnson from UHC gave an update and current CDC recommendations were shared. Q & A session was held with Dr. Johnson, Superintendent Fletcher and board members. BEAS current processes surrounding prevention of transmission were discussed. Nurse Crofton presented the new Cue testing kit that will be used at the schools.
VII. Chairperson’s Report: November meeting will have October and November financials for approval due to this month’s meeting being early in the month before financials were completed. Appreciation for the board was shared.
VIII. Superintendent’s Report:
A. Enrollment Report – Oct. 1, 2021 – 1052 students K12 (1033 October 1, 2020)
B. Free/Reduced Lunch Numbers for 2021-2022 – as of October 1, 39.7% qualify – the district had 42.5% last year on October 1.
C. ARP Funding (Esser III Funds) – Meetings are being planned among several departments/committees for how to best disperse funds according to the requirements.
D. MASA Conference Update was shared.
IX. Committee Reports:
A. BEA School Foundation – Hauskins gave an update on the foundation awards and the Maroon and Gold Gala fundraiser being held November 20th.
B. Facilities Committee – Zierke shared that the recent meeting included discussions about the tennis courts.
X. Activities Update – AD Norman provided an update on activities district wide and that participation numbers are up overall.
XI. Principal’s Report: Shaffer: Homecoming update was given. Fall conferences are Tuesday, October 5th from 4-8 pm and will be held both in person and virtually based on parent preference. Professional Development update was given.
Dressler – Picture Day is Oct 5th at both buildings. Back to School conference attendance rate was 95%. Field trip updates were provided. NWEA testing is almost complete.
Director of Curriculum/Instruction Report: Schmidt shared that she has been focusing on reviewing K-5 Math Curriculum. Recently networked with another district with high MCA scores to discuss their strategy for success to see what BEAS could adopt as we move forward.

ROOF RENOVATION
Sealed Prime General Contract bids for Blue Earth Area Schools High School Roof Renovations will be received by the Owner at the District Offices’ Conference Room at 315 East 6th Street, Blue Earth Minnesota, 56013 by mail or personal delivery until Monday, December 6th, 2021 at 1:30 p.m. at which date and time, all bids will be opened and read aloud.
A pre bid conference and walk-through, will be held Monday, November 22, 2021 at 1:30 p.m. at the Blue Earth High School. Interested bidders should meet at door “L”.
Project Scope: Selective demolition and construction of roof renovations and other work indicated in the specifications.
Bidders shall submit their proposal on the forms provided. Proposal shall be filled in clearly and correctly with ink or other permanent format. Proposal shall be signed by the individual, members of the partnership, or by one or more officers of the corporation making the proposal.
Bidding documents may be obtained at the District Office, 315 East 6th Street, Blue Earth, Minnesota 56013. For information regarding project, contact Al Gieser, Building and Grounds Supervisor for Blue Earth Area Schools, at 507-526-6501.
All bids shall be sealed in an opaque envelope upon which shall be plainly marked “BLUE EARTH AREA SCHOOLS HIGH SCHOOL ROOF RENOVATIONS” and the name of the bidder. If a bid is to be mailed, the bid envelope shall be sealed in a regular mailing envelope. FAX and E-mail Bids will not be accepted. The Owner reserves the right to hold and consider the bids for 30 days after the date of the bid opening.
Bids shall be accompanied by a bidder’s bond or certified check
payable to Blue Earth Area Schools for not less than five percent (5%) of the amount of such bid including add alternates. A bidders bond shall include a certified copy of the power of attorney.
The right to waive any informality in any bid and reject any or all bids, are reserved to the Owner.

AUTHORIZE A FEE
FOR FIRST RESPONDER SERVICES
The City Council of the City of Elmore does hereby ordain as follows:
SECTION I.
That a new Subdivision of the Elmore City Code is hereby created as follows:
220.04, Subd. 4. First Responder Fees. A fee as set by resolution of the City Council from time to time shall be charged to the recipient of first responder services upon such services being provided by the first responders of the City of Elmore.
SECTION II.
This Ordinance shall become effective 30 days after its passage and publication.

AN ORDINANCE
ESTABLISHING FEES FOR EMERGENCY PROTECTION FIRE SERVICES FOR
PROPERTY WITHIN THE
CITY OF ELMORE
The City Council of the City of Elmore, Minnesota does ordain as follows:
SECTION 1.
That a new Subsection 220.03 Subd. 3. of the Elmore City Code is hereby adopted that states the following:
Subd. 3. In-City Fire Service Fees.
A. Purposes and Intent. This Subdivision is adopted for the purpose of authorizing the City of Elmore to charge for fire service as authorized by Minn. Stat. §§ 366.011, 366.012, and
415.01.
B. Definitions.
1. “Fire service” means any deployment of firefighting personnel and/or equipment to extinguish a fire or perform any preventative measure in an effort to protect equipment, life, or property in an area threatened by fire. It also includes the deployment of firefighting personnel and/or equipment to provide fire suppression, rescue, extrication, and any other services related to fire and rescue as may occasionally occur.
2. “Fire service charge” means the charge imposed by the City for receiving fire service.
3. “Motor vehicle” means any self-propelled vehicle designed and originally manufactured to operate primarily upon public roads and highways, and not operated exclusively upon railroad tracks. It includes semi-trailers. It does not include snowmobiles, manufactured homes, all-terrain vehicles, or park trailers.
4. “Fire protection contract” means a contract between the City and a town or other City for the City to provide fire service.
5. “Mutual aid agreement” means an agreement between the City and a town or other City for City’s fire department to provide assistance to the fire department of a town or other city.
C. Parties Affected.
1. Owners of property within the City who receive fire service.
2. Anyone who receives fire service as a result of a motor vehicle accident or fire within the City.
3. Owners of property in towns or cities to which the City provides fire service pursuant to a fire protection contract.
D. Rates. The In-City Fire Service Fee shall be as set forth in the City Fee Schedule as set by resolution of the City Council on an annual or more frequent basis.
E. Billing and Collection.
1. Parties requesting and receiving fire services may be billed directly by the City. Additionally, if the party receiving fire services did not request services but a fire or other situation exists which, at the discretion of the fire department personnel in charge requires fire service, the party will be charged and billed. All parties will be billed whether or not the fire service is covered by insurance. Any billable amount of the fire charge not covered by a party’s insurance remains a debt of the party receiving the fire service.
2. Parties billed for fire service will have 30 days to pay. If the fire service charge is not paid by that time, it will be considered delinquent and the City will send a notice of delinquency.
3. If the fire service charge remains unpaid for 30 days after this notice of delinquency is sent, the City will use all practical and reasonable legal means to collect the fire service charge. The party receiving fire service shall be liable for all collection costs incurred by the City including, but not limited to, reasonable attorney fees and court costs.
4. If the fire service charge remains unpaid for 30 days after the notice of delinquency is sent, the City Council may also, on or before October 15 of each year, certify the unpaid fire service charge to the county auditor in which the recipient of the services owns real property for collection with property taxes. The county auditor is responsible for remitting to the City all charges collected on behalf of the City. The City must give the property owner notice of its intent to certify the unpaid fire service charge by September 15.
5. False alarms will be billed as a fire call.
F. Mutual Aid Agreement. When the City fire department provides fire service to another fire department pursuant to a Mutual Aid Agreement, the billing will be determined by the Mutual
Aid Agreement.
G. Application of Collections to Budget. All collected fire charges will be City funds and used to offset the expenses of the City fire department in providing fire services.
SECTION II.
This Ordinance shall become effective upon its passage and publication.
