It is Ordered and Notice is given that on January 25, 2022, at 10:30 a.m., a hearing will be held via zoom in the District Court of Faribault County, Blue Earth, MN for the formal probate of an instrument purporting to be the Will of the Decedent dated, February 14, 2012, and codicils to the will, dated August 13, 2012, (“Will”), and for the appointment of Kathleen Purdie, whose address is 137 Franklin Avenue, Owatonna, MN, 55060 as Personal Representative of the Estate of the Decedent in an UNSUPERVISED administration. Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.
Notice is also given that (subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

ADVERTISEMENT FOR BIDS
Sealed bids will be received by the General Manager of Blue Earth Light & Water, Blue Earth, Minnesota, at 125 East 7th Street, Blue Earth, MN 56013, until 1:00 p.m. on the 10th day of February, 2022, for Furnishing an 69/12.47 kV Power Transformer, at which time the bids shall be publicly opened and read aloud.
The material required is as follows:
One (1) 10/11.2/14 MVA
@ 55/65/65°C rise ONAN/ONAN/ONAF,
power transformer, 69 kV Delta to 12.47 GRDY/7.2 kV with LTC and accessories.
The above equipment shall be in accordance with the specifications and proposed form of contract now on file in Blue Earth Light & Water offices in said city of Blue Earth, Minnesota, by this reference made a part hereof, as though fully set out and incorporated herein.
Each bid shall be made out on bid forms furnished by the Engineer and shall be accompanied by either a certified check or a bid bond executed in an amount not less than ten percent (10%) of the amount of the Bid. The bid security shall be made payable to Blue Earth Light & Water. The bid security must not contain any conditions either in the body or as an endorsement thereon. Such bid security shall be forfeited to Blue Earth Light & Water as liquidated damages in the event the successful bidder fails or refuses to enter into a contract and post a satisfactory Performance Bond.
Material suppliers desiring a copy of the bid forms and specifications for individual use may obtain them from the office of DGR Engineering, Rock Rapids, Iowa, telephone (712) 472-2531, fax (712) 472-2710, website www.dgr.com, e-mail dgr@dgr.com, no deposit required.
Upon shipment of the complete equipment, the Supplier shall submit to the Owner a detailed statement of the equipment shipped and installed. The Owner shall, within thirty (30) days after delivery receipt of the material and associated invoice, pay the Supplier ninety-five percent (95%) of the contract price of the material.
The Owner shall within thirty (30) days after final completion, field assembly, testing, required test reports, record drawings, final documentation and certification by Engineer, pay the Supplier the remaining five percent (5%) of the contract price.
All materials shall be delivered by the dates set in the Specifications.
Blue Earth Light & Water reserves the right to defer acceptance of any bid for a period not to exceed thirty (30) days after the date bids are received and no bid may be withdrawn during this period. Blue Earth Light & Water also reserves the right to reject any or all bids and enter into such contract as it shall deem to be in the best interest of Blue Earth Light & Water.

NOTICE OF MORTGAGE FORECLOSURE SALE
1. Default has occurred in the conditions of the mortgage dated December 8, 1999, executed by Arnold R. Faribault County is accepting sealed bids for the purpose of building fiber-to-the-premise to all residential locations in the cities of Bricelyn, Delavan, Elmore, and Frost. Sealed bids will be accepted electronically at annie.nichols@cedausa.com or in person to Faribault County EDA at 415 S. Grove St. Suite 4 Blue Earth, MN 56013. Please see the full RFP for details concerning submittal.

1. All members were present. The pledge of allegiance was recited.
2. Approved synopsis and official proceedings of the November 16, 2021, regular and drainage authority meetings.
3. Approved agenda of December 9, 2021 with additions.
4. No members of the public appeared for public comment.
5. Adopted Resolution 21-CB-113 authorizing issuance and awarding the sale of $5.8 million in 2021 General Obligation State Aid Highway bonds at 1.45% interest. All voted yes.
6. Approved the purchase of a tire balancing machine for $14,035.39.
7. Approved years 2022 and 2023 of the new 2022-2026 five-year construction plan.
8. Approved the emergency purchase of a new IBC EX500 high efficiency boiler that would meet the specifications for the upcoming HVAC project for just under $20,000 utilizing buildings & grounds funds.
9. Approved annual contract with CEDA for economic development services in 2022 reflecting a 3% increase over 2021.
10. Adopted Resolution 21-CB-114 adopting several policies as part of the pre-grant agreement items for the broadband grant under the Community Development Block Grant Coronavirus Program. All voted yes.
11. Adopted Resolution 21-CB-115 approving the repurchase of tax forfeited parcel no. 25.032.0740 in Elmore by the prior owner. All voted yes.
12. Approved continuing with the extension support position as a 30 hour per week benefit-eligible position.
13. Set the date in which to accept bids to become the official County newspaper for 2022 as through 9:00 a.m. on January 4, 2022.
14. Tabled resolutions selling tax forfeited properties to the City of Blue Earth and the City of Wells until the cities can provide their plans on how they will correct the blight on the properties per Department of Revenue regulations.
15. Adopted Resolution 21-CB-118 approving the opioid settlement. All voted yes.
16. Directed the County Engineer and County Auditor to pay the remaining $225,035.24 public works ditch bill utilizing budgeted 2020 and 2021 general fund dollars.
17. Adopted Resolution 21-CB-119 authorizing the County Auditor/Treasurer and Chief Deputy Treasurer to make electronic funds transfers in 2022. All voted yes.
18. Approved a septic grant in the amount of $3,000 to Richard and Betty Hollund for parcel 19.028.0200 in Walnut Lake Township.
19. Approved a septic grant in the amount of $3,000 and loan in the amount of $13,140.82 to Andrew and Christine Kleinow for parcel 06.022.0601 in Dunbar Township.
20. Approved a septic grant in the amount of $3,000 and loan in the amount of $12,398.41 to Jessica Huston for parcel 09.024.0101 in Foster Township.
21. Approved training requests from P. Campbell to attend a 2-day MSCIC winter conference in Mankato; and E. Beske to attend an Intro to Records online class, and a Managing Police Records online class.
22. Approved payment of bills totaling $447,557.68.

3. Approved Resolution 21-CB-127 for 2022 aquatic invasive species (AIS) prevention. All voted yes.
4. Approved the purchase of two 2021 Ford F150 Interceptor squad vehicles for a total of $78,613.00 in 2021 from Woodhouse Ford in Omaha, NE utilizing 2022 budget dollars, and approval to order a 2022 Ford Explorer for the low bid of $34,701.00 from Fairmont Ford for estimated April delivery.
5. Adopted the new federal procurement policy.
6. Approved the Broadband Expansion project request for proposal (RFP) for an internet provider and authorization to advertise for bids.
7. Adopted Resolution 21-CB-128 approving a gambling permit for the Elmore American Legion. All voted yes.
8. Adopted Resolution 21-CB-116 selling tax forfeited parcel no. 21.200.5780 to the City of Blue Earth to correct blight. All voted yes.
9. Approved authorizing County Auditor to advance funds from the general fund to the negative ditch accounts.
10. Approved authorizing the County Auditor to pay bills at year end 2021 and report those payments to the Board in January 2022.
11. Adopted Resolution 21-CB-129 designating certain funds as committed as per Governmental Accounting Standards Board (GASB) #54. All voted yes.
12. Approved the purchase of Public Works equipment in 2022 as listed.
13. Approved starting advertising for bids for striping, seal coating, crack sealing, overlays, and bridges.
14. Approved payment of the following bills: Auditor warrants totaling $1,139,333.30, ACH-EFT payments totaling $1,033,722.56; and audit/auxiliary totaling $280,945.71.
15. Approved the revised personnel policy regarding County vehicle use.
16. Set the 2022 mobile device stipend at $50 per month.
17. Set the 2022 meal reimbursement at the same rates as 2021: $11 for breakfast, $13 for lunch, $25 for dinner maximum.
18. Approved Resolution 21-CB-131 setting 2022 board salary, per diem expense, and authorized committees. Commissioners Young, Loveall, Anderson, and Groskreutz voted yes. Roper voted no.
19. Tabled 2022 non-union pay and benefit changes until after union contracts are settled.
20. Closed session was held for discussion regarding labor contract negotiation strategy.
21. Failed to adopt resolution setting the total net levy at $12,218,152.00. Commissioners Young, Anderson, and Roper voted no. Loveall and Groskreutz voted yes.
22. Adopted Resolution 21-CB-130 setting the 2022 budget and levy. Commissioners Groskreutz, Young, Anderson, and Roper voted yes. Loveall voted no.

BLUE EARTH AREA SCHOOLS HIGH SCHOOL VENTILATION UPGRADE
Sealed Prime General Contract Bids for the Blue Earth Area Schools High School Ventilation Upgrades will be received by the Owner at the District Offices’ Conference Room at 315 East 6th Street, Blue Earth, Minnesota 56013 by mail or personal delivery until January 31st, 2022 at 1:30 p.m. at which date and time, all bids will be opened and read aloud.
A pre bid conference and walkthrough will be held Monday, January 17th, 2022 at 1:30 p.m. at the Blue Earth Area High School, 1125 North Grove. Interested bidders should meet at door “L”.
Project Scope: Removal of existing pneumatic controls and the installation of CHW, and HW control valves and associated piping. Replacement of AHU supply and return air Dampers.
Bidders shall submit their proposal on the forms provided. Proposal shall be filled in clearly and correctly with ink or other permanent format. Proposal shall be signed by the individual, members of the partnership, or by one or more officers of the corporation making the proposal.
Bidding documents may be obtained at the Office of Building & Grounds, 315 East 6th Street, Blue Earth, Minnesota 56013. For more information regarding project, contact Al Gieser, Building & Grounds Supervisor for Blue Earth Area Schools, at 507-526-650l.
All bids shall be sealed in an opaque envelope upon which shall be plainly marked “BLUE EARTH AREA HIGH SCHOOL VENTILATION UPGRADE” and the name of the bidder. If a bid is to be mailed, the bid envelope shall be sealed in a regular mailing envelope. FAX and E-mail Bids will not be accepted. The owner reserves the right to hold and consider the bids for 30 days after the date of the bid opening. Bids shall be accompanied by a bidder’s bond or certified check payable to Blue Earth Area Schools for not less than five percent (5%) of the amount of such bid including add alternates. A bidders bond shall include a certified copy of the power of attorney.
The right waive any informality in any bid and reject any or all bids, are reserved to the owner.
