Blue Earth Area Schools are requesting bids for the installation of a video surveillance system at the Blue Earth Area Elementary/Middle School.
Project Scope: Installation of Video Equipment, including cameras and necessary recording devices and cabling.
Bidders shall submit their proposal on Business Letter heads and shall be filled in clearly and correctly with ink or other permanent format. Proposal shall be signed by the individual, members of the partnership, or by one or more officers of the corporation making the proposal.
Bidding documents may obtained at the District Office, 315 East 6th Street, Blue Earth, Minnesota 56013. For information regarding project, contact Al Gieser, Building and Grounds Supervisor for Blue Earth Area Schools, at 507-526-6501.
All bids shall be sealed in an opaque envelope upon which shall be plainly marked “BLUE EARTH AREA SCHOOLS VIDEO SURVEILLANCE” and the name of the bidder. The project includes the following major quantities of work for construction of the Improvement of the outlet portion of the tile system:
Approximately 10,500 linear feet of agricultural tile with sizes ranging from 8-inch to -24-inch including tile connections, cross-connections and drop intakes.
The awarded contractor must guarantee the tile work under the contract for three years after its completion against any fault or negligence on the part of the awarded Contractor.

C. Emily Davis – BEA Workforce Coordinator – Activities from 1st semester update was given and what’s ahead for the next 2 semesters. Numerous activities are planned covering many career fields.
VIII. Chairperson’s Report: Spring work session set for budgets/staffing March 21, at 6 pm. Acknowledgements given to recent team events, state competitions and appreciation days.
IX. Superintendent’s Report:
A. Legislative Update – State budget surplus, funding formula, reducing Special Education cross subsidy and local level guest teacher licensure approval were discussed.
B. COVID Update – UHD and BEAS meeting on an as needed basis due to the decrease in COVID activity at the local level.
C. Staffing 2022-2023 – Budget and staffing levels update for 2022-2023 was provided.
D. Student Board Rep Update – Student Board Rep C Davis and M Fletcher recently attended elementary, middle and high school Student Council meetings and plan to continue that in the future. Plans are being made for a listening session to be held at the high school.
X. Committee Reports:
Facilities/Finance Update – Zierke provided an update on recent meetings that included facilities updates to the HS and community tennis courts discussions with the City Council.
DLT Update – Eckles provided an update from the March 2nd meeting where the Climate and Culture surveys were discussed as well as the upcoming staff Mental Health day.
Q comp Update – Armon provided an update on the recent meeting: Qcomp Annual Review process will begin in April and a Probationary teacher luncheon will be held on March 28th where they can provide informal feedback.
XI. Principal Reports:
Dressler – NWEA reading testing results were shared. K-7 Conferences taking place March 17th & 22nd. Science fair held at the MS on March 9th. Kindergarten Roundup being held April 1st.
Shaffer – Vision Card update provided. Pre ACT is March 16th, Conferences held for 8th-12th grades on February 28th. Attended a professional development course called Cognitive Coaching.
XII. Curriculum/Instruction Director Report: Schmitt – K5 Math curriculum training to be held June 7th. Additional training in the fall to be scheduled. Math curriculum for 6-12 is still being reviewed. Meeting scheduled for K12 Special Ed staff regarding Math curriculum. Science standard workshop being held March 25th for grades 6-12. Preparing schedules and rosters for state testing sessions.

MARCH 21 2022
A Work session of the Board of Education of Blue Earth Area, I.S.D. #2860 was held on Monday, March 21st, 2022 at 6:00 pm.
Board Members were present in person with Superintendent M. Fletcher for the work session at the meeting location: Blue Earth Area High School Media Center 1125 Highway 169 N Blue Earth, MN 56013.
Members present: S. Rosenau, S. Hauskins, S. Beyer, K. Zierke, J. Eckles, L. Mensing, and T. Armon.

Call to Order: Chair Hauskins called the work session to order at 6:04 pm.

Budget – Review of Federal Funds related to COVID and Review the Revised Budget.
Staffing – Discussions on Staffing for the 2022-2023 school year.

APRIL 5, 2022
1. All members were present. The pledge of allegiance was recited.
2. Approved synopsis and official proceedings of the March 15, 2022 regular and drainage meetings.
3. Approved agenda of April 5, 2022.
4. No one appeared during public comment.
5. Accepted the base bid package without alternate options for the courthouse HVAC project totaling $3,704,318.
6. Approved ISP contract with Bevcomm for the broadband grant project.
7. Approved applying for a $10,000 grant through the Huisman Family Fund for funds to purchase ballistic shields and helmets for local law enforcement.
8. Approved applying for a second grant from the Blue Earth Community Foundation.
9. Adopted Resolution 22-RB05-30 for the annual snowmobile trail maintenance and grooming grants for 2023. All voted yes.
10. Tabled any action concerning the public works building in Frost.
11. Approved the hire of Jessica Theobald as Extension Secretary.
12. Approved the promotion of Saxon Warmka as Building/Facilities Maintenance Director.
13. Approved the 2021 County Feedlot Officer (CFO) Annual Report.
14. Approved gambling permit application for Riverside Town & Country Club to operate a raffle on August 27, 2022.
15. Approved the federal Help Americans Vote Act grant agreement and accepting funds in the amount of $23,119.69 for improvements to election security.
16. Set private forfeited land sale 2022-A for 8:30 a.m. Friday, April 8, 2022 in the courthouse board room.
17. Ordered a survey of the non-RIM easement acres of tax forfeited parcel 09.008.0800 located in section 8 of Foster Township.
18. Set a public hearing for the creation of a subordinate sewer service district in Riverside Heights subdivision for 9:30 a.m. on May 3, 2022 in the courthouse board room. Commissioner Roper abstained from voting.
19. Adopted Resolution 22-CB-31 approving the 2022 redistricting plan. All voted yes.
20. Approved payment of the following bills: audit/auxiliary totaling $499,057.49.
Discussion was held concerning the following:
1. A. Nichols met regarding EDA business.
2. S. Adams and J. Howard met regarding Sheriff’s Office business.
3. L. Scholten met regarding Central Services business.
4. M. Daly met regarding Public Works business.
5. L. Rebuffoni met regarding Planning & Zoning business.

The meeting was recessed to April 19, 2022.

NOTICE IS HEREBY GIVEN that the City Council of the City of Winnebago, Minnesota, will hold a public hearing at a meeting of the City Council beginning at 7:00 P.M., on Tuesday, May 10, 2022, to be held at the Winnebago City Hall located at 140 Main Street South, Winnebago, Minnesota, on the proposal that the City abate property taxes levied by the City on the property identified as tax parcel numbers (the “Property”):

The total amount of the taxes proposed to be abated by the City on the Property for up to a ten (10) year period is estimated to be not more than $109,900. The City Council will consider the property tax abatement for the demolition of improvements (the “Project”) located in the City.
The City proposes to issue a general obligation taxable tax abatement bond in the amount not to exceed $109,900 to finance the Project.
