TO WHOM IT MAY CONCERN:
Notice is hereby given that the City Council of Blue Earth will meet in the Council Chambers Room at 126 West 6th Street at 5:05 p.m. on August 1, 2022, to consider, and Possibly adopt the proposed assessments for the 2021 Nicollet Street project, Included 10th Street (from Holland Street to Main Street), Nicollet Street (from 10th Street to its south dead end), Bartels Drive, Walnut Street (from 6th Street to 2nd Street), 3rd Street (from Walnut Street to railroad tracks), and Hood Street (from 2nd Street to Leland Parkway). The proposed assessment roll is on file with the City Clerk and open to public inspection pursuant to Minn. Stat. 429.011 to 429.111.
The portion of the cost of such improvement to be paid by the city is hereby declared to be $5,355,000 and the portion of the cost to be assessed against benefited property owners is declared to be $899,373.51 and is payable in annual installments over a period of 15 years. A reasonable estimate of the impact of the assessment and methodology used to calculate individual assessments will be available at the hearing. Written or oral objections will be considered at the hearing.
An owner of property to be assessed may appeal the assessment to the district court of Faribault County pursuant to Minnesota Statutes, Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk.
No appeal may be taken as to the amount of any assessment adopted by the City Council unless a written objection signed by the affected property owner is filed with the Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. All objections to the assessments not received at the assessment hearing in the manner prescribed by Minnesota Statutes, Section 429.061 are waived, unless the failure to object at the assessment hearing is due to a reasonable cause.
Under the provisions of Minnesota Statutes, Section 435.193 to 435.195, the City may, at its discretion, defer the payment of assessments for any homestead property owned by a person 65 years of age or older for whom it would be a hardship to make payments.

Upon shipment of the complete equipment, the Supplier shall submit to the Owner a detailed statement of the equipment shipped and installed. The Owner shall, within thirty (30) days after delivery receipt of the material and associated invoice, pay the Supplier one hundred percent (100%) of the contract price of the material.
All materials shall be delivered by the dates set in the Specifications.
Blue Earth Light & Water reserves the right to defer acceptance of any bid for a period not to exceed thirty (30) days after the date bids are received and no bid may be withdrawn during this period. Blue Earth Light & Water also reserves the right to reject any or all bids and enter into such contract as it shall deem to be in the best interest of Blue Earth Light & Water.

ADVERTISEMENT FOR BIDS
Sealed bids will be received by the General Manager of Blue Earth Light & Water, Blue Earth, Minnesota, at 125 East 7th Street, Blue Earth, MN 56013, until 1:00 p.m. on the 3rd day of August, 2022, for furnishing circuit breaker materials, at which time the bids shall be publicly opened and read aloud.
The material required is as follows:
69 kV Gang-operated
Circuit Breakers (2 needed)

The above equipment shall be in accordance with the specifications and proposed form of contract now on file in Blue Earth Light & Water offices in said city of Blue Earth, Minnesota, by this reference made a part hereof, as though fully set out and incorporated herein.
Each bid shall be made out on bid forms furnished by the Engineer and shall be accompanied by either a certified check or a bid bond executed in an amount not less than ten percent (10%) of the amount of the Bid. The bid security shall be made payable to Blue Earth Light & Water. The bid security must not contain any conditions either in the body or as an endorsement thereon. Such bid security shall be forfeited to Blue Earth Light & Water as liquidated damages in the event the successful bidder fails or refuses to enter into a contract and post a satisfactory Performance Bond.
Material suppliers desiring a copy of the bid forms and specifications for individual use may obtain them from the office of DGR Engineering, Rock Rapids, Iowa, telephone (712) 472-2531, fax (712) 472-2710, website www.dgr.com, e-mail dgr@dgr.com, no deposit required.
