TO WHOM IT MAY CONCERN:
Notice is hereby given that the City Council of Blue Earth will meet in the Council Chambers Room at 126 West 6th Street at 5:05 p.m. on August 1, 2022, to consider, and Possibly adopt the proposed assessments for the 2021 Nicollet Street project, Included 10th Street (from Holland Street to Main Street), Nicollet Street (from 10th Street to its south dead end), Bartels Drive, Walnut Street (from 6th Street to 2nd Street), 3rd Street (from Walnut Street to railroad tracks), and Hood Street (from 2nd Street to Leland Parkway). The proposed assessment roll is on file with the City Clerk and open to public inspection pursuant to Minn. Stat. 429.011 to 429.111.
The portion of the cost of such improvement to be paid by the city is hereby declared to be $5,355,000 and the portion of the cost to be assessed against benefited property owners is declared to be $899,373.51 and is payable in annual installments over a period of 15 years. A reasonable estimate of the impact of the assessment and methodology used to calculate individual assessments will be available at the hearing. Written or oral objections will be considered at the hearing.
An owner of property to be assessed may appeal the assessment to the district court of Faribault County pursuant to Minnesota Statutes, Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk.
No appeal may be taken as to the amount of any assessment adopted by the City Council unless a written objection signed by the affected property owner is filed with the Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. All objections to the assessments not received at the assessment hearing in the manner prescribed by Minnesota Statutes, Section 429.061 are waived, unless the failure to object at the assessment hearing is due to a reasonable cause.
Under the provisions of Minnesota Statutes, Section 435.193 to 435.195, the City may, at its discretion, defer the payment of assessments for any homestead property owned by a person 65 years of age or older for whom it would be a hardship to make payments.

12. Approved storage lease agreements for county offices at the Ag Center.
13. Approved pay application #2 in the amount of $27,759 to Associated Mechanical Contractors, Inc. for the courthouse HVAC project.
14. Approved the training request from L. Mehrhof to attend a MN Assoc of Assessment Personnel Summer Workshop in Mankato.
15. Approved payment of the following bills: audit/auxiliary totaling $415,659.37.

A Regular Board Meeting of the Board of Education of Blue Earth Area, I.S.D. #2860 was held on Monday, June 13th, 2022 at 6:00 p.m. Members of the public interested in monitoring the work session from a remote location made use of the following link: https://www.facebook.com?ISD2860.
Board Members were present in person with Superintendent M. Fletcher for the regular board meeting at the meeting location: Blue Earth Area High School Media Center, 1125 Highway 169 N., Blue Earth, MN 56013.

X. Committee Reports: Eckles gave an update on the non-certified Negotiations Committee, Mensing gave a brief update on the Finance Meeting held recently.
XI. Principal’s Report: Schaffer – a detailed Vision Card update was given as well as a summary of the three Summer School/Credit Recovery options available this summer.
XII. Curriculum Director’s Report: Schmitt gave an in-depth update on the Math Curriculum rollout and specialized staff training held.
