SYNOPSIS

SEPTEMBER 20, 2022

1. All members were present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of the September 6, 2022 regular and drainage authority meetings.

3. No one appeared during public comment.

4. Approved the hiring of John Hanevik as Buildings/Facilities Maintenance Assistant.

5. Adopted Resolution 22-CB-61 approving the proposed 2023 county levy and budget. All voted yes.

6. Approved license agreement with Chuck Evan for pump lines within the CSAH 20 right of way.

7. Approved license agreement with Catherine Woitas for pump lines within the CSAH 20 right of way.

8. Approved license agreement with Sarah Kiel for pump lines within the CSAH 20 right of way.

9. Adopted Resolution 22-CB-60 establishing by-laws for the Riverside Heights Subordinate Service District. All voted yes.

10. Approved moving the first County Board and Drainage meetings of December 2022 to December 8, 2022.

11. Set the 2022 Truth in Taxation Hearing for 6:00 pm on Tuesday, December 20, 2022 in the courthouse.

12. Moved the start time of the December 20, 2022 County Board and Drainage meetings to 3:00 p.m.

13. Approved training requests from M. Cook to attend a 2022 All Extension Conference in Duluth; and E. Bonin to attend a 2022 Fraud Fall Training in Shoreview.

14. Approved payment of the following bills: Auditor warrants totaling $2,282,590.71, ACH-EFT payments totaling $2,319,488.31, and audit/auxiliary totaling $1,254,466.17.

Discussion was held concerning the following:

1. P. Krill met regarding Central Services business.

2. J. Blair met regarding Auditor’s Office business.

3. M. Daly met regarding Public Works business.

4. The potential fiscal agent of the Le Sueur One Watershed, One Plan.

SEPTEMBER 12, 2022

A Regular Board Meeting of the Board of Education of Blue Earth Area, I.S.D. #2860 was held on Monday, September 12th, 2022 at 6:00 pm. Members of the public interested in monitoring the work session from a remote location made use of the following link: https://www.facebook.com?ISD2860

Board Members were present in person with Superintendent M. Fletcher for the regular board meeting at the meeting location: Blue Earth Area High School Media Center 1125 Highway 169 N., Blue Earth, MN 56013. 

Members present: S. Hauskins, J. Eckles, T. Armon, L. Mensing, S. Rosenau, K Zierke, and S Beyer & Student Representative C. Davis.

Routine Items

I. Call to Order: Chairperson Hauskins called the meeting to order at 6:00 pm.

II. Pledge of Allegiance:

III. Approve Agenda: On a Zierke /Mensing motion. Approved 7-0.

IV. Public Input: None.

V. Approve Minutes: On a Beyer /Eckles motion. Approved 7-0.

VI. Approve Payment of Bills and Wire Transfers: On a Rosenau/Mensing motion. Approved 7-0.

VII. District Reports: None.

VIII. Chairperson’s Report: Great to have everyone back and to see all the staff at the Welcome Back breakfast.

IX. Superintendent’s Report:

A. Review start of school year: Review of Boot Camp PD with Kim Gibbons and the DLT Retreat. Great start to the school year.

B. Summer Projects Update: Updates given on all indoor and outdoor summer projects.

C. Operational Plan Update: The 4 strategic directions that make up the Strategic Roadmap were reviewed in detail.

X. Committee Reports: Rosenau provided an update on the QComp meeting as well as reported on the DLT Summer Retreat and how the structure of DLT has changed.

XI. Principal’s Report: Shaffer – Review of the 1st week at the HS was given. Bucs Bash was a success. The new vinyl added to the windows at the High School main entrance was discussed. Homecoming is Sept 30th with the parade starting at 2:15 pm.

Dressler – Elementary and Middle School had a good start with conference attendance and first few days of school. The year has started with the new Math curriculum and the fall NWEA testing will be done soon to get a baseline on where our students are at.

Principal Dressler and Shaffer and Curriculum Director Schmidt gave a detailed update on the Vision Cards. NWEA and MCA testing results were highlighted, as well as plans for Community Engagement and Special Functions.

XII. Curriculum/Instruction Director Report: Director Schmitt gave a comprehensive update on MCA test results in Math, Reading, and Science. Additional data resources will be shared with teachers to use as needed. New Special Ed Math curriculum is now available.

Action Items

XIII. Approve Proposed Levy 2022 Payable 2023: A. Wilhelmi announced that the Truth and Taxation hearing will be held on December 12th, 2022 at 6 pm at the HS Media Center. On an Armon/Rosenau motion. Approved 7-0.

XIV. Approve 2022-2023 Literacy Plan: Dressler presented briefly to give background on the Literacy Plan. On a Beyer/Zierke motion. Approved 7-0.

XV. Personnel: On an Armon /Beyer motion. Approved 7-0

Approve Resignations: Emily Black – Paraprofessional; Bryce Allard – Paraprofessional; Sue Farrow – Paraprofessional.

Approve New Hires: Karen Dressler – Elementary Ed Teacher; Nick Neurohr – Paraprofessional; Carter Bell – Paraprofessional; Deborah Soria – Paraprofessional; Tucker Kuhn – Paraprofessional; Wendy Nemanic – Paraprofessional; Heidi Spear – Paraprofessional; Rahma Starrett – Paraprofessional; Amber Greeley – Paraprofessional; Sara Kirsch – Elementary Special Education; Tanner Nawrocki – Full Time Substitute.

Approve Lane Changes: Gianni Alm – BA to BA+10; Heather Hernandez – BA to BA+20; Joe Strukel – MA+14 to MA+20; Ty Sturtz – MA to MA+20;

Approve Contract: Dave Kittleson – Gifted and Talented Coordinator.

XVI. Adjournment to Closed Session at 7:11 pm.

A. The School Board closed the meeting pursuant to Minn. Stat. 13D.05 subd. 2(b) for preliminary consideration of allegations or charges against an employee. Motion Eckles/ Mensing. Approved 7-0.

B. Pursuant to Minn. Stat. 13D.05 subd. 2(b), the meeting was called back to Adjournment to Open Session at 8:41pm on an Armon/Beyers motion. Approved 7-0.

C. Consideration of a resolution proposing appropriate action toward an employee. On a Rosnau/Eckles motion. Roll call vote 7-0.
