1. All members present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of the February 21, 2023 regular and drainage authority meetings, and the CD52 Final Continued Redetermination of Benefits and Improvement hearing.

3. Approved agenda of February 21, 2023, with an addition.

4. No public comment was received.

5. A public hearing was held regarding the Planning & Zoning department’s Intent to Enact/Amend the Faribault County Feedlot Ordinance.

6. Approved Resolution 23- PZ01-15 accepting three proposed changes to meet the MPCA standards. All voted yes.

7. Approved the hiring of Jana Sanders and Denise Eisenmenger as full-time dispatch/jailers in the law enforcement center.

8. Accepted low bid for CP 23-600-03 for 2023 striping from Sir Lines-A-Lot in the amount of $105,307.50. No other bids were received.

9. Approved low bid for CP 23-600-01 for 2023 seal coat oil from Flint Hills in the amount of $403,240.00. One other bid was received from HG Meigs for $431,800.00.

10. Authorized the engineer to advertise for the 2023 sand washing project.

11. Approved five construction pay applications totaling $257,594.82 as listed.

12. Approved liquor license renewal for The Golden Bubble for the period of April 1, 2023, through March 31, 2024.

13. Approved training requests from P. Krill to attend the AMC Leadership Summit in Nisswa; and J. Luhmann to attend the MN County Highway Accountants Association Conference in St. Cloud.

14. Approved payment of the following bills: audit/auxiliary totaling $396,294.47.

Discussion was held concerning the following:

PUBLIC HEARING NOTICE

PLEASE TAKE NOTICE, the Faribault County Board of Commissioners, sitting as the drainage authority for County Ditch #44, pursuant to Minn. Stat. § 103E.705, may hold a public hearing on the scope of the proposed repair and the effect of the proposed repair of drainage system waters located in Sections 35, 36 Emerald Township, Sections 1, 2, 11, 12, 13 Rome Township, Sections 6, 7, 8, 9, 10, 14, 15, 16, 17, 18, 20, 21, 22, 23 Seely Township, all in Faribault County, Minnesota. The proposed repair recommends partial abandonment of the East Main stations 14 to 35 and Branches 17 East stations 0 to 44, 17 East +30 stations 0 to 5, and 21 East 0 to 7 located in Section 2 of Rome Township that no longer serve a public benefit, pursuant to Minn. Stat. § 103E.806 subd. 3(a), a public hearing shall be held. The hearing shall be held at 1:00 p.m. on April 5th, 2023, at the Ag Center Conference Room, 415 South Grove Street, Blue Earth, Minnesota. At the hearing, the drainage authority will hear the Staff Report and accept public comment regarding the Staff Report and partial abandonment. The hearing can be attended virtually via phone or computer, contact the Faribault County Drainage Department at 507-526-2388 for information. All interested parties may appear and be heard. Written comments will be accepted at the hearing and by mail through the date of the hearing at the Faribault County Auditor’s Office, PO Box 130, Blue Earth, MN 56013.
