It is Ordered and Notice is given that on November 7, 2023, at 10:30 AM, a hearing will be held in this Court at 415 N Main Street Blue Earth, Minnesota, for the adjudication of intestacy and determination of heirship of the Decedent, and for the appointment of William Rosenau, whose address is 7151 347th Ave, Blue Earth, MN, 56013; and Whitley Hoffmann, whose address is 305 E Elm Street; Apt 305, Mankato, MN, 56001, as Personal Representatives of the Estate of the Decedent in an UNSUPERVISED administration. Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representatives will be appointed with full power to administer the Estate, including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.
Notice is also given that (subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representatives or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

NOTICE AND ORDER FOR HEARING ON PETITION FOR DESCENT OF PROPERTY
A Petition for Determination of Descent has been filed with this Court. The Petition represents that the Decedent died more than three years ago, leaving property in Minnesota and requests the probate of Decedent’s last Will (if any), and the descent of such property be determined and assigned by this Court to the persons entitled to the property.
Any objections to the Petition must be filed with the Court prior to or raised at the hearing. If proper, and no objections are filed or raised, the Petition may be granted.

REQUEST FOR BIDS
EDA FARM LEASE
The City of Blue Earth is accepting bids for the EDA Farm Lease for 2024 through 2026. A copy of the lease and bidding information is available at City Hall by contacting 507-526-7336 or www.becity.org
The area is described as Outlot A of Blue Earth Shopping Center Subdivision in the City of Blue Earth, excluding the non-tillable acres.
In Section Number 8, Township Number 102, Range Number 27, containing 19.2 acres be the same more or less, of which described premises the second party hereby agrees to plow and put in crops not less than 14.87 acres each year during the continuance of this Lease.
The City will accept bids until 5:00 p.m., November 3, 2023. Bids shall be turned in to the City Administrator’s office, 125 W. Sixth Street, P.O. Box 38, Blue Earth, MN 56013. Bids must be sealed, and the envelope marked EDA Farm Lease 2024 Bid. The City reserves the right to reject any or all bids. Bids received after the above-specified time will not be considered.

Request for Proposals:
The City of Blue Earth HRA is seeking proposals for the demolition of a residential home located at 717 E 3rd Street in Blue Earth. The site to be filled, leveled, and graded with clean fill material. Proposals will be taken until November 8, 2023, at 4:00 pm at City Hall, 125 W. Sixth St., Blue Earth, MN 56013 (507) 526-7336. The City reserves the right to decline any and all proposals. The full Request for Proposals (RFP) packet may be found at www.becity.org.

PUBLIC NOTICE
Notice is hereby given that the City Council of the City of Blue Earth, Minnesota, will meet in the City Hall Council Chambers 125 West 6th Street in the City of Blue Earth, Minnesota, at 5:05 p.m. on Monday, November 6th, to consider the construction of the following improvements on Rice Street from 7th Street to 1st Street, 2nd Street from Gorman Street to Rice Street, 1st Street from dead end to Rice Street, 10th Street from Ramsey Street to Rice Street, and 11th Street from Ramsey Street to Rice Street, pursuant to Minn. Stat. §§ 429.011 to 429.111.
Reconstruction or improvement of water, sanitary sewer and storm sewer mains, residential lateral lines for both water and sanitary sewer, curb, gutter and residential street surface, sidewalks and driveway aprons, and boulevard improvements. The total estimated cost of said improvements is $3,538,106.99.
Such persons as desire to be heard with reference to the proposed improvements will be heard at this meeting. Written or oral objection will be considered. A reasonable estimate of the impact of the assessments will be available.

2. The special meeting was called to order.
3. Approved entering into a grant agreement with the Minnesota Department of Public Safety.
4. Approved Resolution 23-CB-78 to authorize the County Attorney and County Auditor to execute the agreements. All voted yes.

OCTOBER 3, 2023
1. All members present. The pledge of allegiance was recited.
2. Approved synopsis and official proceedings the September 19, 2023 regular and drainage meetings.
3. Approved the agenda of October 3, 2023.
4. No public comment was received.
5. Approved Resolution 23-CB-79 abating the county portion of property tax on parcel 30.591.0220 in the City of Wells. All voted yes.
6. Approved the low bid of $89,919 from Harty Mechanical for two new roof top air conditioning units for the courthouse annex, with the electrical subcontractor to be determined by the Building/Facilities Maintenance Director later.
7. Approved the low bid of $22,486 from Anderson Electric Inc. for updating the lighting in the courthouse annex building.
8. Approved the low bid of $21,760 from All Star Basements for waterproofing the courthouse walls.
9. Approved the total project estimate in the amount of $83,200 from Neilsen Blacktopping Inc. for the law enforcement center parking lot.
10. Approved the low bid of $28,005 from Moore Construction for concrete work on the courthouse driveway and four bollards installed around the generator.
11. Approved a cell phone stipend in the amount of $50 per month for Brian Hov.
12. Approved increasing Human Services rent by 3% beginning January 1, 2024 for the courthouse annex building.
13. Approved the hire of Kevin White as a full-time dispatch/jailer.
14. Approved the training request from M. Cook to attend the Southeastern Mn Extension County Support Staff Professional Development Day in Mankato.
15. Approved the training request from A. Huber to the Regional Meeting of the MN Association of County Auditors, Treasurers, Financial Officers (MACATFO) in Morton.
16. Approved payment of the following bills: audit/auxiliary totaling $350,939.16.
Discussion was held concerning the following:
1. C. Westhoff with MRCI presented an update.
2. A public hearing was held to consider a resolution to abate the county portion of property tax according to the New Construction Property Tax Abatement Policy.
3. M. Daly met regarding Public Works.
4. S. Warmka met regarding Building/Facilities business.
5. The courthouse retaining wall, tower work, windows, and restroom updates.
6. Deputy Assessor Steve Robbins was recognized for 41 years of service with the county.
