SECTION 00 11 13

ADVERTISEMENT FOR BIDS

Electronic bids for the construction of the Delavan Water Treatment Plant Improvements for the City of Delavan, Minnesota, will be received until 2:00 PM local time on the 17th day of January, 2024. A virtual bid opening will be hosted using online meeting presentation software. Information to join the bid opening meeting will be provided to the plan holders list.

Bids can be uploaded to: QuestCDN vBid System at http://www.questcdn.com.

The Work shall be completed under one Contract and consists of all labor, skill and materials required to properly construct the Project. The Project generally consists of the following primary components:

Contract No. 1 – Delavan Water Treatment Plant Improvements

Demolition of Existing Water Treatment Plant components: Demolition and removal of the existing filter, process piping, valves, and chemical feed systems. Demolition and removal of a portion of the existing water treatment plant (WTP) roof supports, sections of the roof, and ductwork.

Water Treatment Plant: System improvements for the 230 gpm WTP match the existing processes. Installation of one (1) new 4 cell dual-media gravity filter with aeration. Installation of new filter face piping and process piping. Installation of one (1) new 65-gallon liquid chlorine storage tank and feed system. Installation of one (1) new 10-gallon fluoride bulk storage tank and feed system. Installation of one (1) new 10-gallon polyphosphate storage tank and feed system. Addition of one (1) 10-gallon sodium permanganate storage tank and feed system. Addition of one (1) 43 square foot fluoride chemical containment room, matching materials to the existing structure. Installation of one (1) finished water high service pump. Installation of two (2) isolation gate valves near the WTP.

Structural Work: Selective demolition in the water treatment plant for removal and installation of packaged filtration unit; footings and stoop for new fluoride room, and fluoride room construction.

Mechanical Work: Addition of one (1) Hi-E Dry style dehumidifier and one (1) exhaust fan to the fluoride chemical containment room.

Electrical Work: Generally includes all electrical construction associated with the Water Treatment Plant. Work at the facility includes power supply; variable frequency drives; high and low voltage power and wiring; lighting; control wiring; control panel construction; and related Work. Bidder will not provide control system programming.

Alternative No. 1 – Water Distribution System Improvements: Demolition of five (5) existing CFLOW fire hydrants. Installation of five (5) 250 psi fire hydrants and five (5) isolation gate valves.

A Mandatory Pre-Bid Conference will NOT be required. Project site walk-throughs will be provided via appointment only for prospective Bidders at the Delavan Water Treatment Plant. Appointments can be coordinated with Delavan City Hall, 103 S. Main St., Delavan, MN 56023.

The Contractor shall have the following minimum qualifications: The successful completion of not less than two (2) municipal water or wastewater treatment system infrastructure projects of a similar nature and complexity within five (5) years prior to the date of bid opening. Responsible Contractor Certification Form and Bidder Qualifications Form are required to be submitted with Bid.

All Bidders must certify they are a Responsible Contractor by signing a certification form stating they meet the minimum requirements under Minnesota Statute 16C.285. This form can be found in Section 00 43 29 of the project documents.

Each Bid shall be accompanied by a Bidder’s Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to the City of Delavan, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principal’s Bond and a contractor’s Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license.

This Project is funded by the Drinking Water State Revolving Fund (DWSRF) and administered by the Public Facilities Authority (PFA). As such, both Federal Davis Bacon prevailing wages and State of Minnesota prevailing wages (Minnesota Statue, sections 177.41-177.43) apply to this project. Payment of the wages, fringe benefits, and overtime rates that are most beneficial to the employees are required. As part of the DWSRF, the American Iron and Steel (AIS) and the Build America, Buy America Act (BABA) requirements will also be included.

Bidders on this Work will be required to comply with the President’s Executive Order Nos. 11246 (Equal Employment) as amended. Bidders shall also comply with Executive Orders 11625, 12138, and 12432; 40 CFR part 33; Section 129 of P.L. 100-590 Small Business Reauthorization & Amendment Act of 1988; Public Law 102-389 (42 U.S.C. 437d); a 1993 appropriations act (“EPA’s 8% statute”); Public Law101-549, Title X of the Clean Air Acts Amendments of 1990 (42 U.S.C. 7601 note) (“EPA’s 10% statute”), encouraging recipients to award construction, supply, and professional service contracts to minority and women’s business enterprises (MBE/WBE) and small business; and requiring recipients to utilize affirmative steps in procurement. The requirements for Bidders and Contractors under these orders are explained in the specifications. Bidders are advised that “fair share” target percentages have been established at 3.5% for Minority Business Enterprise participation in the Project and 5.0% for Women Business Enterprise participation in the Project.

Each set of Bidding Documents will include the Project Manuals and one (1) complete set of 11×17 inch Drawings. All costs associated with preparation of Bids shall be borne by the Bidder. All costs for either digital or paper copies are NON-REFUNDABLE.

All Bids will be made on the basis of cash payment for such Work. The Owner reserves the right to reject any or all Bids, waive any informalities in the Bids received, and further reserves the right to award the Contract in the best interest of the Owner. The Owner reserves the right to hold the three (3) lowest Bids for a period not to exceed forty-five (45) days after the date of Bid opening.

The Work shall have the following completion dates:

Substantial Completion – May 15, 2025

Final Completion – July 15, 2025

A. DAT – Focus this month is on 3 positive things that happen during the day! MTSS process, framework and the foundation was discussed.

B. Q Comp Oversight – Franta provided update from the last meeting.

C. Activities Committee – Armon and Beyer gave an update from the Activities meeting and a discussion was had about the detailed Co-Op process with other districts.

D. Policy Committee – Beyer gave a recap of the recent Policy Committee meeting and reported the changes made to the policies being reviewed for approval at the meeting.

XI. Activities Director Update: Armstrong gave highlights on the Fall sports and activities and talked about upcoming Winter activities and sports.

XII. Principal Reports: Dressler – Gave an update on upcoming events at the Elementary and Middle Schools – Conferences are Nov. 16th & the 20th. Harvest Dinner is Nov. 21st, and the Taylor Swift event held on Nov. 10th was highly attended with over 300 attendees.

Sturtz – Sturtz discussed the Buc Pride initiative going on for students K-12. Also discussed the playground camera expansion and the Middle School students going to Parker Oaks to read to the residents.

Shaffer – In celebration of American Education Week, Shaffer acknowledged the Board for their ongoing work that they do to support the students at BEAS. Highlighted recent events that included Mr. Shaffer and Mr. Dressler attending a recent Job Fair at University of South Dakota and the Veterans Day program held at the High School. He also talked about a recent professional development session held regarding how to teach in a block and the MTSS process.

XIII. Director of Curriculum/Instruction Report: Schmidt – Continues with Elementary Math walkthroughs of the classrooms during instruction time to observe. Updated the frequency of PLC time from monthly to weekly to spend time on Math and Literacy needs.

XIV. Vision Card Update: Shaffer and Dressler reviewed the Vision Card program and gave updates on where the district is currently and the plans and areas of focus for future months.
