If you believe the Plaintiffs should not be given everything asked for in the Complaint, you must say so in your Answer.
4. YOU WILL LOSE YOUR CASE IF YOU DO NOT SEND A WRITTEN RESPONSE TO THE COMPLAINT TO THE PERSON WHO SIGNED THIS

SYNOPSIS
DECEMBER 19, 2023
1. All members present. The pledge of allegiance was recited.
2. Approved synopsis and official proceedings of the December 7, 2023 regular and drainage meetings.
3. Approved agenda of December 19, 2023.
4. No public comment was received.
5. Approved the 2024 CEDA contract for economic development services.
6. Approved adopting the 2024 pay structure.
7. Approved Resolution 23-RB14-98 for the Local Bridge Replacement Program grant agreement on project SAP 022-601-026. All voted yes.
8. Approved Resolution 23-RB13-97 for the Local Bridge Replacement Program grant agreement on project SAP 022-602-029. All voted yes
9. Approved Resolution 23-RB15-99 accepting the SP 022-598-011 Replace Bridge 9999 Project as completed and authorizing final payment to Midwest Contracting, LLC. All voted yes.
10. Approved Resolution 23-RB16-100 for 2024-2028 bridge replacement. All voted yes.
11. Approved the purchase of Trimble R12 survey equipment at a cost of $45,178.12 in 2023 with 2024 budgeted funds.
12. Approved the correction to parcel 26.003.0700, the Faribault County building in Frost, reverting classification back to exempt status.
13. Approved the correction to parcel 10.016.0200 in Jo Daviess Township to change the value for taxes payable 2024 to $338,000.
14. Accepted the resignation of Gertrude Paschke as County Assessor effective December 29, 2023.
15. Set the County Recorder salary for 2024 at $89,003.20 based on an exempt 40-hour work week.
16. Set the County Attorney salary for 2024 at $170,019.20 based on an exempt 40-hour work week.
17. Approved a gambling permit application for Heartland-Faribault County Pheasants Forever to operate bingo and a raffle on February 24, 2024.
18. Approved a gambling permit for Ride 2 Remember to operate a raffle on April 7, 2024.
19. Approved the hire of Kim Poole as senior auditor clerk.
20. Approved authorizing the county auditor to advance funds to ditch accounts with negative balances.
21. Approved authorizing the county auditor to pay bills at year end 2023 and report those payments to the board in January 2024.
22. Approved Resolution 23-CB-101 designating certain funds as “committed”. Commissioners Groskreutz, Roper, Loveall, and Anderson voted yes, Young voted no.
23. Approved the addition of one non-union HR Generalist position to the Central Services Department.
24. Approved payment of the following bills: Auditor warrants totaling $7,452,238.21, ACH-EFT payments totaling $5,594,730.52; and audit/auxiliary totaling $ 281,974.21.
25. Recessed the meeting to drainage authority.
26. Approved Resolution 23-CB-102 certifying the 2024 county levy and budget. Commissioners Groskreutz, Roper, Young, and Anderson voted yes, Loveall voted no.
Discussion was held concerning the following:
1. Jennifer Howard and Amber Patten met regarding EDA business.
2. Mark Goldberg of DDA Human Resources, Inc. met to present the results of the classification and compensation study.
3. M. Daly met regarding public works business.
4. Gertrude Paschke met regarding Assessor’s Office business.
5. The Truth in Taxation hearing was held. Public comment was received from D. Scherff, N. Tagatz, D. Esser, B. Wagner, W. Rosin, and P. Carr.

The meeting was adjourned Sine Die for 2023.
