4. Approved synopsis and official proceedings of the December 19, 2023 regular and drainage meetings.
5. Approved agenda of January 2, 2024.
6. No one appeared during public comment.
7. Approved Resolution 24-CB-02 appointing Brady Rauenhorst as the Faribault County Assessor for a term ending December 31, 2024. All voted yes.
8. Approved the 2024 Soil and Water Conservation District contract for services.
9. Approved 2024 licenses for solid waste/recycling haulers in Faribault County as listed.
10. Set first and third Tuesday at 9:00 a.m. as regular board meeting dates for 2024.
11. Appointed entire board to various committees for 2024.
12. Appointed commissioners to committees for 2024.
13. Approved Resolution 24-CB-01setting the gopher bounty for 2024 at two dollars for each pocket gopher and fifty cents for each striped and grey gopher.

Notice of Hearing for Improvement Project No. 0F1.128467 –
2023 Street & Utility
Improvements
TO WHOM IT MAY CONCERN:
Notice is hereby given that the City Council of Blue Earth will meet in the Council Chambers Room at 126 West 6th Street at 5:05 p.m. on February 20, 2024, to consider, and Possibly adopt the proposed assessments for the 2023 Street & Utility Improvement Project, Included No. 0F1.128467, improving Moore Street from Fourth Street to First Street, Galbraith Street from Third Street to First Street, Ramsey Street from Fifth Street to First Street, First Street from Ramsey Street to its east dead end, and Third Street from Main Street to Rice Street. The proposed assessment roll is on file with the City Clerk and open to public inspection pursuant to Minn. Stat. 429.011 to 429.111.
The portion of the cost of such improvement to be paid by the city is hereby declared to be $3,459,861 and the portion of the cost to be assessed against benefited property owners is declared to be $1,018,870.21 and is payable in annual installments over a period of 15 years. A reasonable impact of the assessment and methodology used to calculate individual assessments will be available at the hearing. Written or oral objections will be considered at the hearing.
An owner of property to be assessed may appeal the assessment to the district court of Faribault County pursuant to Minnesota Statutes, Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk.
No appeal may be taken as to the amount of any assessment adopted by the City Council unless a written objection signed by the affected property owner is filed with the Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. All objections to the assessments not received at the assessment hearing in the manner prescribed by Minnesota Statutes, Section 429.061 are waived, unless the failure to object at the assessment hearing is due to a reasonable cause.
Under the provisions of Minnesota Statutes, Section 435.193 to 435.195, the City may, at its discretion, defer the payment of assessments for any homestead property owned by a person 65 years of age or older for whom it would be a hardship to make payments.
