PLEASE TAKE NOTICE, the Joint Drainage Authority Board for Faribault and Martin Counties, sitting as the drainage authority for Judicial Ditch #25 will hold a final hearing on the redetermination of benefits of Judicial Ditch #25. The Viewers’ Report was filed with the drainage authority on January 12th, 2024, and is available for inspection at the Faribault County Auditor’s Office, 415 North Main Street, Blue Earth, MN 56013. The hearing shall be held at 2:45 p.m. on February 6th, 2024, at the Faribault County Board Room on the middle level of the courthouse building located at 415 North Main Street, Blue Earth, MN. The hearing can be attended virtually via phone or computer. Contact the Faribault or Martin County Drainage Departments at 507-526-2388 or 507-238-3201 for more information on virtual attendance. At the final hearing, the drainage authority will accept public comment regarding the Viewers’ Report. Any party having an interest in the proceedings may appear and provide comment. Notice of Hearing for Improvement Project No. 0F1.128467 – 2023 Street & Utility

Improvements

 TO WHOM IT MAY CONCERN: 

Notice is hereby given that the City Council of Blue Earth will meet in the Council Chambers Room at 126 West 6th Street at 5:05 p.m. on February 20, 2024, to consider, and Possibly adopt the proposed assessments for the 2023 Street & Utility Improvement Project, Included No. 0F1.128467, improving Moore Street from Fourth Street to First Street, Galbraith Street from Third Street to First Street, Ramsey Street from Fifth Street to First Street, First Street from Ramsey Street to its east dead end, and Third Street from Main Street to Rice Street. The proposed assessment roll is on file with the City Clerk and open to public inspection pursuant to Minn. Stat. 429.011 to 429.111. 

The portion of the cost of such improvement to be paid by the city is hereby declared to be $3,459,861 and the portion of the cost to be assessed against benefited property owners is declared to be $1,018,870.21 and is payable in annual installments over a period of 15 years.  A reasonable impact of the assessment and methodology used to calculate individual assessments will be available at the hearing. Written or oral objections will be considered at the hearing. 

An owner of property to be assessed may appeal the assessment to the district court of Faribault County pursuant to Minnesota Statutes, Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk. 

No appeal may be taken as to the amount of any assessment adopted by the City Council unless a written objection signed by the affected property owner is filed with the Clerk prior to the assessment hearing or presented to the presiding officer at the hearing.  All objections to the assessments not received at the assessment hearing in the manner prescribed by Minnesota Statutes, Section 429.061 are waived, unless the failure to object at the assessment hearing is due to a reasonable cause. 

Under the provisions of Minnesota Statutes, Section 435.193 to 435.195, the City may, at its discretion, defer the payment of assessments for any homestead property owned by a person 65 years of age or older for whom it would be a hardship to make payments. 

The mailed notice of this hearing to property owners contains additional information.

A Regular Board Meeting of the Board of Education of Blue Earth Area, I.S.D. #2860 was held on Monday, December 4th, 2023 at 6:00 pm. IX. Superintendent’s Report:

a. MSBA Leadership Conference January 11-12, 2024

b. ESST Update: Earned Sick and Safe Time (ESST) is a new statute that was passed in May, 2023 and takes effect on January 1st, 2024. An explanation was given on how it will affect the district mployees.

c. READ Act Update – Statute passed during the last legislative session about Literacy. Staff will need training and Phase 1 teachers to be trained will be Early Childhood through 5th grade, Special Ed and Intervention Teachers K-12.

X. Committee Reports:

Foundation – Chairperson Hauskins gave an update on the Foundation requests.

Facilities – Chairperson Hauskins gave an update on the LTFM projects discussed at the prior meeting.

Joint Powers w/City of Blue Earth – Chairperson Hauskins gave an update on the baseball diamond bleacher project.

QComp Oversight – Member Franta gave an update on the Committee meeting. There will be no meeting in December and the next meeting will be the end of January. Other topics covered were Teacher observations and mentors for long term guest teachers.

XI. Principals Reports: Dressler: K7 had a Toy and Food Drive was successful and the students have earned a school-wide celebration. First “Better than B’s” celebration happening on Dec. 5th honoring 68 students. McTeacher night is being held on Wednesday, Dec 6th from 4-7 pm at McDonalds and it benefits the Buccy Bag program. Conferences totals for Fall conferences were 86% at the Elementary and 67% for the Middle School.

Shaffer: Dressler presented on Shaffer’s behalf. Conferences being held at the HS on Thursday, Dec 7th. Shaffer to attend the MASSP conference in January, 2024 in Minneapolis.

XII. Curriculum/Instruction Director Update: Schmidt provided an update on upcoming follow up training on the Science and Math curriculum. State testing will begin after Winter break and continue through the Spring.

INTENT TO ENACT/AMEND

Notice is hereby given that The Faribault County Planning Commission will hold a Public Hearing on Tuesday, February 13th, 2024, at 4:00 PM in the Conference Room of the Faribault County Ag. Center, Blue Earth, Minnesota. The Planning Commission will hold discussion and hear public comment on potential amendments:

Zoning Ordinance limited to F-5. Lot Area Regulations & F-6. Lot Width and Dept Regulation of both Sections 6-A-1 Shoreland Agriculture District & 7 – A-2 General Agriculture District.

It is the purpose of the ordinance to promote the health, safety, morals, and general welfare of the citizens of Faribault County. A proposed copy of the ordinance is available on the Faribault County – Planning and Zoning website.
