Faribault County Drainage Authority (Owner) is requesting Bids for the construction of the following Project: Faribault County Ditch No. 24 Improvement
ISG (the Engineer) Project No. 12-14012
Bids for the construction of the Project will be received by ISG (the Engineer) electronically through QuestCDN until March 18, 2024 at 2:00 PM local time. At that time the Bids received will be posted publicly online.
The project includes the following major quantities of Work:
1. Approximately 7,400 linear feet of agricultural tile with sizes ranging from 15-inch to 30-inch. An estimated total of 186 linear feet of directional drilling or boring 15-inch pipe under roadway for two crossings of County Road 7. One open cut and restore gravel road for 230th street road crossing. Site restoration of disturbed tillable land and road ditches, seeding and erosion control.
The awarded contractor must guarantee the tile work under the contract for three years after its completion against any fault or negligence on the part of the awarded Contractor.

Notice of Hearing for Improvement Project No. 0F1.132075 –
2024 Street & Utility Improvements
TO WHOM IT MAY CONCERN:
Notice is hereby given that the City Council of Blue Earth will meet in the Council Chambers Room at 126 West 6th Street at 5:05 p.m. on March 18, 2024, to consider, and Possibly adopt the proposed assessments for the 2024 Street & Utility Improvement Project, Included No. 0F1.132075, improving Rice Street from Seventh Street to First Street, Second Street from Gorman Street to Rice Street, First Street from dead end to Rice Street, Tenth Street from Ramsey Street to Rice Street, and Eleventh Street from Ramsey Street to Rice Street. The proposed assessment roll is on file with the City Clerk and open to public inspection pursuant to Minn. Stat. 429.011 to 429.111.
The portion of the cost of such improvement to be paid by the city is hereby declared to be $2,978,451.73 and the portion of the cost to be assessed against benefited property owners is declared to be $559,655.26 and is payable in annual installments over a period of 15 years. A reasonable impact of the assessment and methodology used to calculate individual assessments will be available at the hearing. Written or oral objections will be considered at the hearing.
An owner of property to be assessed may appeal the assessment to the district court of Faribault County pursuant to Minnesota Statutes, Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk.
No appeal may be taken as to the amount of any assessment adopted by the City Council unless a written objection signed by the affected property owner is filed with the Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. All objections to the assessments not received at the assessment hearing in the manner prescribed by Minnesota Statutes, Section 429.061 are waived, unless the failure to object at the assessment hearing is due to a reasonable cause.
Under the provisions of Minnesota Statutes, Section 435.193 to 435.195, the City may, at its discretion, defer the payment of assessments for any homestead property owned by a person 65 years of age or older for whom it would be a hardship to make payments.
