A Regular Board Meeting of the Board of Education of Blue Earth Area, I.S.D. #2860 was held on Monday, April 8th, 2024 at 6:00 pm. A. Legislative Update – Updates were given on the Read Act, the extension of the PD requirements for Phase one teachers to July 2026.

B. Spring Programs -Academic Program May 10 at 7 pm, Athletic Program May 17 at 7 pm. Both are taking place in the High School in the PAC.

C. Staffing 2024-2025 Update – Updates were given on changes in staffing and anticipated new hires.

D. Summer Projects: An update was given on Summer Projects for both schools.

X. Committee Reports:

A. Joint Powers – Hauskins gave a brief update on the recent meeting. One topic covered was an upcoming fundraiser.

B. Q Comp Oversite – Franta gave an update on the meeting that included attendance observations.

C. DAT – Mensing gave an update from the recent meeting where MTSS data was discussed as well as planning a couple half day retreats this summer.

D. Facilities Committee Update – Community Task Force Meeting – Hauskins gave an update regarding the past meeting and an upcoming meeting.

XI. Principal Reports:

Dressler: Dressler gave an update on conference attendance totals, upcoming events for families in the K-7 building and Eclipse events that took place.

Shaffer: Shaffer and Dressler attended a Teacher Job Fair in Shakopee on April 1st. Upcoming events include a Community Exploration Fair held in Fairmont for students to explore career options. Prom is being held on April 27th with Grand March is at 7:30.

XII. Curriculum/Instruction Director Report: Schmidt gave an update on MCA testing. ACT testing is coming in May. Updates were also given on the Read Act and planning training.

XIII. Activities Director Update: Armstrong gave an update on Winter activities and discussed upcoming Spring sports. At this time, 188 students are currently signed up for Spring Sports.

Chairperson Hauskins opened the work session meeting at 5:35 p.m.

Agenda items discussed:

• Members of ISG, Baird and KA (Kraus Anderson) presented and provided updates on Facility Projects and possible referendum.

Chairperson Hauskins reminded the board members of the change in time of the regular board meeting on Monday, May 13th. The time has changed from 6:00 pm to 5:30 pm.

Chairperson Hauskins adjourned the work session at 7:33 pm.

REQUEST FOR PROPOSAL (RFP) – DEMOLITION

Notice is hereby given that proposals will be received by the City of Blue Earth for demolition of the property located in Blue Earth, Minnesota at the parcel identified as 216931610 (401 S Galbraith Street, Blue Earth, MN 56013).

Proposals received later than 4:00 pm on Thursday, June 13, 2024 will not be considered. A copy of this Request for Proposal (RFP) may be obtained from the City’s website at www.becity.org. The City reserves the right to reject any and all proposals and waive irregularities and informalities in the submittal and evaluation process. This RFP does not obligate the City to pay any costs incurred by respondents in the preparation and submission of a proposal. Furthermore, the RFP does not obligate the City to accept or contract for any expressed or implied services. The City of Blue Earth assures that no person shall, on the grounds of race, color, national origin, or sex be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity. On a Proposed Tax Abatement Application

Notice is hereby given that the City Council of the City of Blue Earth, Minnesota (the “City”), will hold a public hearing at 5:05 p.m. on June 3, 2024, at the Blue Earth City Hall, 125 West 6th St, in the City of Blue Earth, Minnesota (the “City”), on the application of a proposed tax abatement for a residential new construction project, pursuant to sections 469.1812 to 469.1815. At said time and place, the City will give all parties to appear the opportunity to express their views with respect to the tax abatement application. Following the public hearing, the City Council will pass a resolution either approving or denying the application.

1. All members present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of the April 16, 2024 regular and drainage meetings.

3. Approved agenda of May 7, 2024.

4. Approved Resolution 24-PZ02-26 to allow Faribault County the authority to review land divisions and transfers. All voted yes.

5. Approved Resolution 24-PZ03-27 to amend the Faribault County Subdivision Ordinance. All voted yes.

6. Approved Resolution 24-PZ04-28 to amend the Faribault County Zoning Ordinance regarding lot regulations for building new rural residences. Commissioners Anderson, Roper, Young, and Loveall voted yes, Groskreutz voted no.

7. Approved the low bid from Midwest Contracting, LLC in the amount of $1,304,107.00 for 2024 bridges.

8. Approved the request to issue a credit card to April Wellman with a limit of $2,500 for uses approved in the Faribault County Credit Card Policy.

9. Approved filing a class action lawsuit claim to recover credit card fees for the Recorder’s office.

10. Adopted the South Central MN Computer Consortium Joint Powers agreement.

11. Approved the renewal of the Ag Center server warranty for a period of one year at a cost of $1,433.21.

12. Amended the Personnel Policy section 8.3.

13. Approved the training requests from A. Wellman to attend a MCEA OneOffice Software Training in Baxter and an Asphalt Industry D6&7 Partnership Meeting in Mankato; M. Lore, D. Anderson, and L. Schonborn to attend the ISG Ag Tour starting at Golden Bubble; B. Douglas and S. Hauskins to attend online legal descriptions training through MnCCC; and T. Doering to attend the MCEA summer conference in Alexandria.

14. Approved payment of bills totaling $1,227,904.29.

Discussion was held concerning the following:

1. Public comment was received from C. Carlson regarding CD24.

2. A public hearing was held regarding the intent to enact/amend the Faribault County Subdivision Ordinance for minor administrative subdivision of land procedures.

3. A public hearing was held regarding the intent to enact/amend the Zoning Ordinance limited to F-5. Lot Area Regulations & F-6. Lot Width and Dept Regulation of both Sections 6-A-1 Shoreland Agriculture District & 7 – A-2 General Agriculture District.

4. K. Braekkan & M. Sempe with the Region Nine Development Commission gave a presentation on the regional trends in economic development.

5. A. Wellman met regarding Public Works business.
