NOTICE AND ORDER FOR HEARING ON PETITION FOR DESCENT OF PROPERTY
A Petition for Determination of Descent has been filed with this Court. The Petition represents that the Decedent died more than three years ago, leaving property in Minnesota and requests the probate of Decedent’s last Will (if any), and the descent of such property be determined and assigned by this Court to the persons entitled to the property.
Any objections to the Petition must be filed with the Court prior to or raised at the hearing. If proper, and no objections are filed or raised, the Petition may be granted.
IT IS ORDERED and Notice is further given, that the Petition will be heard on July 9, 2024, at 10:30 a.m., by this Court at 415 N Main Street Blue Earth, Minnesota.
1. Notice shall be given to all interested persons (MINN. STAT. § 524.1-401) and persons who have filed a demand for notice pursuant to Minnesota Statutes section 524.3-204.
2. Notice shall be given by publishing this Notice and Order as provided by law and by: Mailing a copy of this Notice and Order at least 14 days prior to the hearing date.

APPOINTMENT OF PERSONAL REPRESENTATIVE AND NOTICE TO CREDITORS
It is Ordered and Notice is given that on July 16, 2024, at 10:30 a.m., a hearing will be held in this Court at 415 N. Main St., Blue Earth, Minnesota, for the adjudication of intestacy and determination of heirship of the Decedent, and for the appointment of Kirk Anthony Nichols, whose address is 426 1st St. SW, Winnebago, MN, 56098 as Personal Representative of the Estate of the Decedent in an UNSUPERVISED administration. Any objections to the petition must be filed with the Court prior to or raised at the hearing. If proper and if no objections are filed or raised, the Personal Representative will be appointed with full power to administer the Estate, including the power to collect all assets, to pay all legal debts, claims, taxes and expenses, to sell real and personal property, and to do all necessary acts for the Estate.
Notice is also given that (subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the Personal Representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

SYNOPSIS
JUNE 4, 2024
1. All members present. The pledge of allegiance was recited.
2. Approved synopsis and official proceedings of the May 21, 2024 regular and drainage meetings.
3. Approved agenda of June 4, 2024.
4. No public comment was received.
5. Approved a Professional Services Scope of Work from the County Surveyor, Bolton & Menk, in the amount of $299,950.00 to fulfill requirements of the 2024 Public Land Survey System Monument Grant.
6. Approved designating Human Services of Faribault & Martin Counties to administrate Faribault County’s Opioid Settlement grant funds.
7. Approved the proposal by the Faribault & Martin County Human Services to implement a 1.0 FTE Social Worker position for Local Homeless Prevention Aid.
8. Approved Resolution 24-CB-32 authorizing Kari Jacobson, Tammy Emery, and Nadia Lane to make electronic funds transfers on behalf of Faribault County. All voted yes.
9. Approved Kari Jacobson, Tammy Emery, and Nadia Lane as signers for the county’s Minnesota Association of Governments Investing for Counties account, Wells Fargo Advisors account, and for the county’s main checking, lock box, payment processing, and over remittance accounts at First Bank Blue Earth.
10. Approved the request to issue a credit card to Kari Jacobson with a limit of $2,500 for uses approved in the Faribault County Credit Card Policy.
11. Approved a cell phone stipend in the amount of $50 per month for Kari Jacobson.
12. Approved the training requests from A. Wachlin to attend an MDRA Deputy meeting in St. Paul; and K. Jacobson to attend Mn Assoc of Auditors, Treasurers and Finance Officers Summer Conference in Brainerd.
13. Approved payment of bills totaling $ 111,196.55.
Discussion was held concerning the following:
1. B. Douglas & J. Haefner met regarding the 2024 Public Land Survey System Monument Grant.
2. C. McCourt, C. Sevcik, & L. Radel Freeman met virtually to give a presentation on assessment results and next steps for the opioid settlement funds.
3. A. Wellman met regarding Public Works business.

The meeting was recessed to 4:00 p.m. June 18, 2024.

REQUEST FOR PROPOSAL (RFP) – DEMOLITION
Notice is hereby given that proposals will be received by the City of Blue Earth for demolition of the property located in Blue Earth, Minnesota at the parcels identified as 212009690, 212009700, 212009710 (126, 128, and 130 S Main Street, Blue Earth, MN 56013).
Proposals received later than 12:00 pm on Friday, July 12, 2024 will not be considered. A copy of this Request for Proposal (RFP) may be obtained from the City’s website at www.becity.org. The City reserves the right to reject any and all proposals and waive irregularities and informalities in the submittal and evaluation process. This RFP does not obligate the City to pay any costs incurred by respondents in the preparation and submission of a proposal. Furthermore, the RFP does not obligate the City to accept or contract for any expressed or implied services. The City of Blue Earth assures that no person shall, on the grounds of race, color, national origin, or sex be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity. The City of Blue Earth further assures that every effort will be made to ensure non-discrimination in all of its programs and activities, whether those programs are federally funded or not. In addition to nondiscrimination compliance requirements, the contractor(s) ultimately awarded a contract shall comply with federal, state, and local laws, statutes and ordinances relative to the execution of the work. This requirement includes, but is not limited to, protection of public and employee safety and health; environmental protection; waste reduction and recycling; the protection of natural resources; permits; fees; taxes; and similar subjects.
