FINAL HEARING NOTICE
PLEASE TAKE NOTICE, the Faribault County Board of Commissioners, sitting as the drainage authority for County Ditch #26 will hold a final hearing on the pending Petition for Lateral, the engineer’s detailed survey report, and the viewers’ report of benefits and damages for County Ditch #26. This hearing is contingent on the Board granting permission for the proposed lateral to use CD 26 as an outlet. The engineer’s and viewers’ reports were filed with the drainage authority on July 15th, 2024, and August 15th, 2024, and are available for inspection at the Faribault County Auditor’s Office, 415 North Main Street, Blue Earth, MN 56013. The hearing shall be held at 1:00 p.m. or shortly thereafter on September 17th, 2024, at the Ag Center Conference Room located at 415 South Grove Street, Blue Earth, MN 56013. The hearing can be attended virtually via phone or computer. Contact the Faribault County Drainage Department at 507-526-2388 for more information on virtual attendance. At the final hearing, the drainage authority will accept public comment regarding the engineer’s and viewers’ reports. Any party having an interest in the proceedings may appear and provide comment. Written comments will be accepted at the hearing and by mail through the date of the hearing at the Faribault County Auditor’s Office, PO Box 130, Blue Earth, MN 56013.
The proposed drainage project involves a petition for lateral to County Ditch #26. This petition proposes construction of a tile with a 3/8-inch drainage coefficient that outlets into the open ditch near the outlet of County Ditch #26 upstream and connects onto County Ditch #45 main tile as well as an outlet storage and sediment trap and wetland enhancement. The project involves installation of approximately 5,324 linear feet of 30” tile, 8,410 linear feet of 24″ tile, wetland enhancement with 22.8 acres of permanent pool and 59.2 acres of upland buffer and wet meadow, and 1.2-acre outlet storage and sediment trap. The proposed project outlets into County Ditch #26 775 linear feet upstream of the outlet at County Road 13 in the southwest quarter of the southeast quarter of section 24 of Blue Earth City Township.

NOTICE OF PUBLIC HEARING – CITY OF WINNEBAGO
Notice is hereby given that the Winnebago Planning Commission will hold a public hearing for the purposes of considering a re-zoning request for Benco Electric Cooperative at property located at 411 6th Ave SE; Original Plat of the Village of Winnebago (now City of Winnebago), Block 58, Parcel 312007600, Parcel 312007620; Block 57, Parcel 312007580, Parcel 312007570 from B-1 Service Business – Limited Industrial District to I1 – General Industrial District. The purpose of the change is the planned development of said parcels as an electrical substation by the Electric Cooperative that provides electrical power to the city of Winnebago. This meeting and public hearing will take place at 7:00 p.m., Tuesday, September 24, 2024 at the Winnebago Municipal Center.

Notice is given that an Application for Informal Probate of Will and Informal Appointment of
Personal Representative was filed with the Registrar, along with a Will dated 4-25-2011. The
Registrar accepted the application and informally appointed Steven Frandle, whose address is 47459 10th St, Frost, MN 56033, to serve as the personal representative of the Decedent’s estate.
Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Any objection to the appointment of the personal representative must be filed with the Court, and any properly filed objection will be heard by the Court after notice is provided to interested persons of the date of hearing on the objection.
Unless objections are filed, and unless the Court orders otherwise, the personal representative has the full power to administer the estate, including, after thirty (30) days from the issuance of letters testamentary, the power to sell, encumber, lease, or distribute any interest in real estate owned by the Decedent.

2. Approved synopsis and official proceedings of the August 6, 2024 regular and drainage meetings.
3. Approved agenda of August 20, 2024, with the addition of discussion regarding insurance committee.
4. No public comment was received.
5. Approved Resolution 24-CB-44 abating the county portion of property tax on parcel 21.310.0270 in the City of Blue Earth. All voted yes.
6. Approved Resolution 24-CB-45 establishing a Local Housing Trust Fund with an amendment stating that the Faribault County Board of Commissioners have final authority. All voted yes.
7. Approved the request to create a new nonunion position of assistant county assessor.
8. Approved the low bid from Mensing Construction, LLC in the amount of $966,750.00 for the Wells reconstruction project on CSAH 60.
9. Approved low bid for the Public Works fuel contract from Freeborn County Coop in the amount of $244,530.00.
10. Approved Resolution 24-RB06-46 the final resolution for 2024 Overlays. All voted yes.
11. Approved the adoption of an interim ordinance to protect the planning process, including the prohibition of the registration of any cannabis business through Dec 31, 2024.
12. Approved training requests from M. Lore to attend Drainage Work Group & Notification Subcommittee Meeting in St. Cloud, B. Rauenhorst to attend an online Management Certificate training, and E. Skaden to attend MN CVSO Assistants Association in Duluth.
13. Approved training request from J. Schmidtke to attend a Women’s Veteran Summit in Washington DC.
14. Approved payment of the following bills: Auditor warrants totaling $893,315.79, ACH-EFT payments totaling $757,402.72; and audit/auxiliary totaling $408,639.16.
