Notice 1s given that an application for informal probate of the Decedent’s will dated May 21, 2013 has been filed with the Registrar. The application has been granted.

Notice is also given that the Registrar has informally appointed Julie Oudekirk whose address is 73399 230th Ave., Hayfield, MN 55940 as personal representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Unless objections are filed with the Court (pursuant to Minnesota Statutes section 524.3-607) and the Court otherwise orders, the personal representative has full power to administer the Estate, including, after 28 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.

Any objections to the probate of the Will or appointment of the Personal Representative must be filed with this Court and will be heard by the Court after the filing of an appropriate petition and proper notice of hearing.

Notice is also given that ( subject to Minnesota Statutes section 524.3-801) all creditors having claims against the Estate are required to present the claims to the personal representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

A charitable beneficiary may request notice of the probate proceedings be given to the Attorney General pursuant to Minnesota Statutes section 501B.41, subdivision 5.

SEPTEMBER 17, 2024

1. All members present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of the September 3, 2024 regular and drainage meetings.

3. Approved agenda of September 17, 2024.

4. No public comment was received.

5. Approved Resolution 24-PZ05-49 approving a Conditional Use Permit for Buell Consulting/Hooper Corporation. All voted yes.

6. Approved appointment of staff to a working group for research of a OHWL violation in Brush Creek Township and to report findings back to the Planning Commission and County Board.

7. Approved the request that Faribault County provide $100,000 in temporary financial assistance while the payments for the seven new vehicles are being processed, expected to be paid back in full by the end of the calendar year.

8. Appointed Commissioners Groskreutz and Young to negotiate with the City of Blue Earth regarding the possibility of purchasing a garage facility.

9. Approved the hire of Kara Bendickson as the Assistant County Assessor.

10. Approved the hire of Jeremy Zierden as the Assistant Auditor/Treasurer/Accountant.

11. Approved the hiring of a temporary employee to cover the Tax Accounting Clerk position during the FMLA absence of the current employee.

12. Approved Resolution 24-CB-50 setting the 2025 proposed levy and budget. Commissioners Loveall, Anderson, Roper, and Groskreutz voted yes, Young voted no.

13. Approved training requests from V. Do to attend Standardized Field Sobriety Test – DWI Update in Albert Lea, I. Nelson to attend Mass Appraisal Basics in St. Cloud, and L. Schonborn to attend a Frontier Precision Survey Training online.

14. Approved training request from B. Gehrking to attend Sentinel K9 3 Day Patrol K9 Seminar in Washington, IA.

15. Approved payment of the following bills: Auditor warrants totaling $1,768,411.27, ACH-EFT payments totaling $1,186,646.62; and audit/auxiliary totaling $371,941.06.

Discussion was held concerning the following:

1. C. Kallevig, E. Ovrebo, and M. Cook with UofM Extension met to present the annual Impact Report.

2. A public hearing was held to consider a Conditional Use Permit for Buell Consulting/Hooper Corporation for a temporary powerline laydown yard.

3. S. Hauskins met regarding Planning & Zoning.

4. A. Wellman & T. Doering met regarding Public Works business.

5. A. Shoff met regarding Human Resources business.

6. K. Jacobson met regarding the 2025 budget and levy.

Notice of Public Hearing on Improvements

TO WHOM IT MAY CONCERN:

Notice is hereby given that the city council of Wells will meet in the council chambers of the community center at 5:05 p.m. on October 28th, 2024, to consider the joint MnDOT reconstruction project of TH 22 from south city limits to County Road 29, TH 109 from west city limits to TH 22, 6th Avenue NW from TH 109 to 2nd Street NW, 3rd Avenue NW from Franklin Street to TH 109, and 3rd Street SW from 3rd Avenue SW to TH 22, pursuant to Minn. Stat. §§ 429.011 to 429.111.

Full street and highway reconstruction of sanitary sewer, watermain, and storm sewer, water and sanitary service lines, curb and gutter, sidewalks and driveway aprons, street surface, pond storage, lighting, and boulevard restoration are among the improvements being considered for construction.

The estimated cost of the city improvements is $6,989,855.00. The area proposed to be assessed for such improvements is all lots and parcels of land located within the project area, TH 22 from south city limits to County Road 29, TH 109 from west city limits to TH 22, 6th Avenue NW from TH 109 to 2nd Street NW, west of 6th Avenue NW, 3rd Avenue NW from Franklin Street to TH 109, and 3rd Street SW from 3rd Avenue SW to TH 22.

A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting. Written or oral objection will be considered. Tiffany Schrader
