SYNOPSIS
DECEMBER 17, 2024
1. All members present. The pledge of allegiance was recited.
2. Approved synopsis and official proceedings of the December 3, 2024 regular and drainage meetings.
3. Approved agenda of December 17, 2024, adding a discussion regarding the courthouse window project.
4. No public comment was received.
5. Approved the 2025 CEDA contract for professional services with a 5% cost increase over the current year.
6. Approved Resolution 24-CB-70 for the 2024-2025 Aquatic Invasive Species (AIS) Grant. All voted yes.
7. Approved accepting the low bid of $48,124.07 from Tvedten Electric for replacement of camera systems throughout the county utilizing Public Safety Grant funds.
8. Approved Resolution 24-CB-71 accepting the resignation of Sherry Asmus as County Recorder and declaring a vacancy in the office. All voted yes.
9. Approved Resolution 24-CB-72 appointing County Assessor Brady Rauenhorst as interim County Recorder. All voted yes.
10. Approved accepting the low bid in the amount of $58,687.00 from River City Electric Co for the Rural Intersection Lighting Project.
11. Approved carryover of 2022 funds in the amount of $499,000 to be spent in 2025 for two Mack tandem dump trucks with snowplow equipment.
12. Approved the County Engineer to attend yearly in-state MCEA conferences.
13. Approved Resolution 24-RB10-73 for the 2025-2029 bridge priority list. All voted yes.
14. Recessed the meeting for the Drainage Authority meeting.
15. Approved sending a grant extension request to the Board of Water and Soil Resources for the 2022 – BWSR Septic Treatment Systems grant.
16. Approved a cell phone stipend for Commissioner Anderson.
17. Authorized the County Auditor to advance funds to ditch accounts with negative balances.
18. Authorized the County Auditor to pay bills at year end 2024 and report those payments to the Board in January 2025.
19. Approved Resolution 24-CB-74 to designate certain funds as “committed”. All voted yes.
20. Set January 7, 2025 at 9:00 am as the date and time for the first board meeting in January 2025 and appointed the county coordinator to convene the meeting.
21. Set 4:30 p.m. Thursday, January 2, 2025 as the date in which to accept bids to become the official 2024 Faribault County newspaper, with bids to be considered on January 7, 2025, at the regular board meeting.
22. Approved Resolution 24-CB-75 delegating the authority to make electronic funds transfers in 2025 to Kari Jacobson, Darrel Boeckman, and Nadia Lane. All voted yes.
23. Approved the training requests from L. Schonborn to attend an OSHA Construction training course online; D. Killion to attend Mental Health Awareness for Dispatchers in Mankato; B. Schaper to attend Bituminous Street Inspector Recertification online and Concrete Plant Tester Recertification training in Rochester; J. Oswald to attend Bituminous Plant Tester Recertification in Rochester, Bridge Construction Inspector Recertification and Concrete Field Inspector Recertification trainings online; and T. Doering to attend Bituminous Street Inspector Certification online, Grading and Base Tester Certification in Mankato, and Concrete Field Tester Certification in Rochester.
24. Approved payment of the following bills: audit/auxiliary totaling $ 321,741.72.
25. Approved Resolution 24-CB-76 as presented for the certified 2025 County Levy and Budget. Loveall voted no, Anderson, Roper, Young, and Groskreutz voted yes.
Discussion was held concerning the following:
1. A. Patten & K. Reineking with CEDA met regarding EDA business.
2. M. Gormley & C. Albers met regarding Sheriff’s Office business.
3. A. Wellman met regarding Public Works business.
4. S. Asmus met regarding Recorder’s Office business.
5. The Truth in Taxation hearing was held. Public comment was received from K. Krieger, M. Krupp, D. Haugen, and T. Maday.
