PUBLIC NOTICE

Notice is hereby given that the Faribault County Housing and Redevelopment Authority (HRA) will be conducting a public hearing regarding its updated Administrative Plan as required by Housing and Urban Development (HUD) for the Housing Choice Voucher program. This plan outlines the policies and procedures in place for administering the Housing Choice Voucher program by the Faribault County HRA.

The plan will be available for review and comments from March 9, 2026 through April 29, 2026. The plan can be found on Minnesota Valley Action Council’s (MVAC) website, www.mnvac.org. The plan can also be viewed in person at the MVAC main office located at 706 N Victory Drive, Mankato, MN by contacting Brit Fankhauser. VII. District Reports:

A. Website: Strategic Planning & Telling Our Story- Stacy Haase gave an overview of the district website and how and where to navigate to find items of interest to parents as well as the community. Also, our district Strategic Plan is now available on the website for anyone to read.

VIII. Chairperson’s Report:

A. Work Session January 22nd: The board had a discussion regarding the condition of the current buildings and how best to proceed to prepare for a referendum. Fletcher was asked to proceed with getting paperwork ready for a potential August referendum.

B. March Board Meeting – The March board meeting has been rescheduled for March 11th at 6pm at the High School Media Center.

IX. Superintendent’s Report:

A. Legislative Update: The MN State Legislature begins their 2026 (non-budget) session soon. Fletcher will be attending the Day at the Capitol to advocate for public schools on March 3rd.

B. Minnesota School Bus Driver Appreciation Day – February 18th. Fletcher gave a huge thank you to all our drivers and the entire transportation department.

C. Facilities Education Meeting Update – Fletcher and members of the School Board are meeting with numerous groups within the district communities and sharing facts from the Facilities study conducted last spring. Community meetings include Delavan City Council, BE City Council, the retired staff, Senior Citizens, Commissioners, Frost City Council including Council member Elise Volz, the Ministerial Committee, Kiwanis, numerous Fire Departments, golf courses, and 4H Clubs. March and April include Elmore and Winnebago City Councils, UHD Board and various other service clubs.

D. Student School Board Member Update – Student Reps gave updates regarding  a survey to the HS students and staff about what is going well and what can be improved, along with attending the Parent Advisory meeting where they discussed the 7 period day transition and how they are working on setting up a student led lunch club. 

X. Committee Reports:

A. DAT: Member G. Armon updated the board on the data analytics updates regarding the local demographics of our district, housing reports, income reports, and enrollment projections. BEA boasts a 98% cohort survival rate, which means once students come to school at BEAS, 98% of them stay.

B. QComp: Member Franta provided an update on their recent meeting in which a discussion was held regarding how important PLCs are to student success.

C. SPEC: Member Zierke gave a recap of the last meeting where Southern Plains Ed Coop also did a facility survey and they are working on a plan for maintenance changes needed at their building in Fairmont.

XI. Principal Reports:

Dressler – Dressler gave his update for the K7 building that included information regarding the 4th and 5th grade concert. February 19th and 24th are Parent Teacher Conferences.

Sturtz – Sturtz recapped important events that happened in the past month in the K7 building. One event was the Spelling Bee. Upcoming events include 5th grade VIP day and Roller Skating in Pemberton.

Shaffer – Shaffer updated members on the Principals Conference that he attended the end of the month. February 19th is the Sioux Falls Career Fair and will be attended again by Shaffer and Principal Dressler. An upcoming event is Donkey Ball which will be a fundraiser for Buccy Bags. Later on in the month, 9th grade students will have the opportunity to explore Career Navigator.

XII. Curriculum/Instruction Director Update: Director More provided an update on training in January and staff attended LETRS training. ELA curriculums that have been thoroughly reviewed and Arts and Letters has been selected for K5. Winter Benchmark testing is wrapping up.

AN ORDINANCE TO AMEND SUBSECTION 250.11

OF THE BLUE EARTH CITY CODE

The City Council of the City of Blue Earth does hereby ordain as follows:

SECTION I

That Subsection 250.11, Subd. 1 of the Blue Earth City Code is hereby amended to state the following:

250.11. Fitness Center Board.

Subd. 1. Establishment and Composition. The management of the Fitness Center is hereby vested in a Board consisting of seven (7) members subject to the mandates of the City Council. Six (6) members of the Board shall be members of the general community, appointed by the Mayor and approved by the Council. One (1) member shall be a member of the City Council. All members shall serve staggered three (3) year terms with three (3) new members being appointed each year.

SECTION II

This Ordinance shall be effective immediately upon its passage and publication.

PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF BLUE EARTH BY A VOTE OF (7) IN FAVOR AND (0) AGAINST ON THIS 16th DAY OF MARCH 2026.

BID SUBMITTAL: A bid shall be submitted online no later than the date and time prescribed. For this project, the Owner will only be accepting online electronic bids through QuestCDN. To access the electronic bid form, download the project document and click the online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted.

RESPONSIBLE CONTRACTOR: All prospective contractors must comply with the minimum criteria for a “responsible contractor” as defined in Minn. Stat. § 16C.285, subd. 3. A false statement under oath verifying compliance with any of the minimum criteria will make the contractor ineligible for the project and may result in contract termination.

BID SECURITY: A Proposal Bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of Faribault County shall accompany each bid.

OWNER’S RIGHTS RESERVED: The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby.
