ACTION: Notice of Availability of an Environmental

Assessment

SUMMARY: Notice is hereby given that the USDA Rural Development Agency, as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by the City of Easton. The proposal is for the construction of a new water tower, the removal of the existing historic water tower, and installation of a new water distribution connection to the City of Wells.

The proposed Project will utilize the Nationwide Programmatic Agreement Among the U.S. Department of Agriculture Rural Development Programs, National Conference of State Historic Preservation Officers and The Advisory Council on historic Preservation for Sequencing Section 106 (NPA) to achieve compliance with the Nation Historic Preservation Act and formally determine effects on historic properties listed or eligible for listing on the National Register of Historic Places.

SUPPLEMENTARY INFORMATION: The City of Easton prepared an environmental assessment for RUS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. RUS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected because of the removal of the historic water tower.

Questions and comments should be sent to USDA Rural Development at the address provided. USDA Rural Development will accept questions and comments on the environmental assessment for 14 days from the date of publication of this notice.

Any final action by USDA Rural Development related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.

ADVERTISEMENT FOR BIDS

The City of Winnebago is receiving bids for the demolition of the former SuperValu site. The bid should consider the possibility of hazardous waste and should include removal and disposal of all demolition waste material, and placement of any fill required, there is a possibility of a shared wall on the site. All demolition activity must be completed by October 31, 2022. A Work Session of the Board of Education of Blue Earth Area 1.S.O. #2860 was held on May 10th, 2021. Conducted in person by telephone OR other Electronic means PURSUANT TO MINN. STAT. § 130.021 As a result of the peacetime emergency declared by the Governor of the State of Minnesota in response

to the COVID-19 pandemic, the Superintendent of the School District has determined that it is feasible to hold in person meetings with proper social distancing, or meetings could be conducted by alternative means (teleconference or video teleconference) from remote locations. CHAIRPERSON’S REPORT: Feedback was shared regarding Phase III training, the School Board self-evaluation, the date of the July meeting was discussed and will remain July 12th, and the District mission statement was reviewed.

SUPERINTENDENT’S REPORT:

Radon Testing Update – Completed and all clear was given.

End of Year Dates: Last day for Seniors: Thursday, June 3rd

• Last student day K-ll: Friday, June 4th; Commencement at 2 pm, June 6th at the High School gym and will be open to the publicmasks required to attend. Staff Development Days: Monday, June 7th and Tuesday, June 8th•

Legislative Update/Fall Planning – No decisions from the capital regarding Fall Learning have been made. Districts our size are unsure if distance learning will be offered and/or necessary next fall.

Staffing Update 2021-2022 – An update was given on all staffing changes in the district K-12 known at this time. Adding Kindergarten section.

Summer School/Credit Recovery – Patti Lindsey is assisting in the program. Spring – Available for ages 16+. Twenty two students currently enrolled. Summer session for ages 13+ will be

offered.

COMMITTEE REPORTS

Updates were given by the following Board members:

Rosenau – Community Ed Committee.

Eckles – DLT Committee.

Hauskins – Foundation Committee.

Armon – QComp Committee.

PRINCIPAL REPORTS

Dressler – End-of-year activities update was provided. Thanked Middle School office staff and nursing staff for their hard work.

Shaffer – Testing updates were given on MCA, NWEA and ACT.
